1. Background

The Refugee Consortium of Kenya (RCK), established in 2000, is dedicated to protecting and promoting the well-being, voice, and dignity of displaced and host populations. With five strategic pillars—legal aid and governance, peace and social justice, women and girls’ empowerment, mental health and psychosocial support, and organizational development—RCK is positioned to lead in inclusive humanitarian work.

As part of its 2023-2027 Strategic Plan, RCK aims to enhance disability inclusion, building on its existing Disability Mainstreaming Policy. With a rising global emphasis on the rights of persons with disabilities in humanitarian contexts, RCK is committed to ensuring its programs are accessible, equitable, and responsive to the needs of this community.

2. Purpose and Objectives of the Consultancy

2.1 Purpose

RCK seeks to engage a qualified individual or consultancy firm that will provide tools for the organization in order to 1. integrate disability inclusion across all its strategic pillars, 2. Consolidate relevant policies into Diversity Inclusion Equity and Belonging Policy. This we intend to ensure alignment with RCK mission and global standards. This consultancy aims to embed disability-inclusive practices that enhance RCK’s impact and sustainability.

2.2 Specific Objectives

Empowerment and Protection of

Persons with Disabilities Incorporate the rights and needs of persons with disabilities into RCK’s programs.

Inclusive Legal Aid Services Guarantee equitable access to legal aid, enhancing RCK’s role as a human rights defender.

Comprehensive Health and

Livelihood Support Provide inclusive health, psychosocial, and economic support services.

Focus on Women and Girls with

Disabilities Address unique challenges faced by women and girls with disabilities, promoting gender equity.

Strengthening Organizational Capacity Build internal capacity on disability inclusion, positioning RCK as a leader in this area.

Strategic Partnerships and Advocacy Forge alliances to advance disability rights, elevating RCK’s advocacy role.

Evidence-Based Decision Making Leverage data to drive inclusion and measure program impact for accountability.

Note: Methodologies, monitoring and evaluation (M&E) frameworks, and sustainability strategies will be detailed in the Inception Report.

3. Expected Deliverables

The consultant is expected to produce the following outputs:

4. Expected Outputs

These key outputs are designed to guide RCK’s journey toward full disability inclusion. They will evolve during the Inception phase to remain responsive to RCK’s needs, based on feedback and the changing operational environment:

Sustainability

Framework A roadmap for embedding disability inclusion into RCK’s long-term strategy, ensuring these practices last well beyond the consultancy. Medium

Partnership

Engagement Strategy A strategy to build strong partnerships with disability-focused organizations, amplifying advocacy and mobilizing resources. Medium

Disability Inclusion

Advocacy Plan A plan to position RCK as a leader in disability inclusion on national and regional platforms, highlighting their role in driving change. Low

Explanation:

· High-priority outputs focus on making an immediate and tangible difference, from creating actionable strategies to empowering staff with the right skills.

· Medium-priority outputs ensure that RCK remains equipped to carry forward the work on inclusion, tracking progress and forming strategic alliances.

· Low-priority outputs will further strengthen RCK’s role in advocacy and thought leadership once foundational inclusion practices are in place.—

5. Methodology

The consultant will work closely with RCK staff and stakeholders to develop an inclusive methodology tailored to the organization’s goals. This will include:

· Stakeholder Consultations: Engaging beneficiaries, including persons with disabilities, host communities, and RCK leadership.

· Data Collection: Gathering qualitative and quantitative data to inform decisions and track progress.

· Participatory Action Research: Co-creating solutions with persons with disabilities.

· Risk Analysis: Identifying challenges and developing mitigation strategies to ensure accessibility.

6. Timeline

The consultancy will begin with an initial phase of 4-6 months focused on foundational assessments and the development of key outputs. Subsequent phases will be collaboratively defined, allowing for adaptability to RCK’s evolving needs through 2027.

7. Qualifications and Expertise

Ideal consultant(s) should possess:

Essential Qualifications

· Experience in Disability Inclusion: Proven track record in designing and implementing disability-inclusive programs, especially in humanitarian or refugee contexts.

· Knowledge of Disability Frameworks: Strong understanding of global standards like the UNCRPD and SDGs, ensuring alignment with best practices in disability rights.

· Capacity Building Skills: Expertise in developing and delivering training to empower staff and organizations in integrating disability inclusion effectively.

· Data-Driven Decision Making: Ability to utilize data for monitoring and evaluating inclusion efforts, ensuring accountability and continuous improvement.

· Partnership Development: Demonstrated success in fostering strategic partnerships with organizations and stakeholders to advocate for disability rights.

· Humanitarian Experience: Practical knowledge of implementing inclusion strategies in crisis settings, addressing the unique challenges faced by displaced individuals.

Desirable Qualifications

· Policy Development Insight: Experience in analyzing and influencing policies to enhance disability inclusion within organizations.

· M&E Familiarity: Understanding of monitoring and evaluation frameworks to track the effectiveness of inclusion initiatives.

· International Experience: Background working in diverse countries, particularly in contexts affected by displacement.

· Lived Experience: Personal insight into disability issues, offering an authentic perspective that enriches the inclusion agenda.

· Language Proficiency: Fluent in English and Swahili for effective communication with local communities and stakeholders.

· Terms and Conditions: This consultancy will be conducted by an external individual consultant or consultancy firm.
