Under the overall supervision of the WMO Representative for the South-West Pacific.

The incumbent will perform the following duties:

A. Develop governance/organizational structure, roles, functions, and operation of the PMC.
Conduct a thorough (desktop) assessment and review of previous review(s) of the PMC. The review will include consideration of the PMC Terms of Reference (ToR), PMC experts’ panels, rules of procedures, PMMM, PIMS 2017-2026, Climate Services Roadmap and Climate Change Science and Services Research Roadmap 2017-2026; Weather Ready Governance and Implementation Plan, Framework for Resilient Development in the Pacific, 2050 Strategy for the Blue Pacific Continent, WMO structure and Strategic Plan 2024-2027 and respective (regional) Operating plans (RA V), among others; as well as existing regional initiatives such as the WMO Pacific Regional Climate Centre Network (RCC-N, the WMO Pacific Island Regional Training Centre (RTC), WMO Regional Specialized Meteorological Centre (RSMC) Nadi and other relevant regional centres, to ensure strengthening, improvement and sustaining relevance, effectiveness, management, coordination, operation, results and impacts of the PMC.
Consult with SPREP’s Climate Change Resilience Programme (CCR), NMHSs, Council of Regional Organisations of the Pacific (CROP) members, development partners, WMO Secretariat, afore-mentioned WMO regional centres, WMO RA V working groups and expert teams’ chairs and co-leads, PMDP Programme technical partners.
Provide clear linkages to the WRP-DPI.
Consult with SPREP, especially the Management and Finance Department, on the resourcing and human resources requirements including costing/budget to support the NMHSs and secretariat for the PMC.
Clearly identify the strengths and weaknesses of the current PMC’s governance/organizational structure, roles, functions, and operation.
Develop a priority list of costed options and recommendations and a business plan with cost benefit analyses, new ToR, budget, human resources including identification of resources requirements for new and/or improved PMC governance/organizational structure and operation.
Review and update the PMC ToR and develop recommendations for the PMC structure that considers areas of improvements, linkages, coordination and synergies with regional initiatives, experts’ panels, PMMM and PMDP.
Review of the Rules of Procedures for the PMC meeting in consultation with the SPREP legal team
Develop the review report detailing from the findings from the review including gaps and needs.
Develop a paper and presentation on the review of the PMC and PMDP and outcomes for the 2024 PMC-7 meeting.

B. Develop governance/organizational structure, roles, functions, operation, and resourcing modalities of the PMDP.
Conduct a thorough (desktop) assessment and review of past review(s) of the PMDP governance/organizational structure, roles, responsibilities, functions, financing, and human resources.
Consult with SPREP’s CCR Programme, WMO Secretariat and regional centres, NMHSs, CROP members, WMO RA V working groups and expert teams’ chairs and co-leads, and PMDP technical partners.
Clearly identify strengths, weakness, gaps, opportunities, and challenges of the current PMDP.
Identify new and additional partners such as CROP members, development partners and address their engagement through their roles to support the PMDP, PMC, PMC experts’ panels and PMMM.
Provide clear linkages to the WRP-DPI and the PCCC.
Consult with SPREP CCR Programme, Managements and Finance Department, on the costing/budget for the PMDP.
Develop a priority list of costed options and recommendations and a business plan with cost-benefit analyses, ToR, budget, and human resources including identification of resources requirements for new and/or improved PMDP governance/organization structure.
Evaluate the PMDP’s current mandates, roles, alignment and functions to determine opportunities for enhancement and alignment with regional goals.
Examine the institutional, governance, human resources, and financial needs necessary to support the revised functions of the PMDP programme.
Develop a comprehensive, costed plan outlining the additional resources essential for supporting priority areas and initiatives identified during the review process.
Identify “new needs” to the existing funding and resources, identifying specific areas where resource gaps exist. This analysis will enable strategic allocation of resources to address these gaps effectively.
Develop a paper and presentation on the review of the PMDP Programme and outcomes for the PMC-7 meeting in 2024.

C. Identify synergies and opportunities to align to the WMO structure.
Identify synergies and partnership opportunity for improved alignment and coordination within the PMDP and between PMC expert panels’ chairs/members and WMO RA V working groups and expert teams.
Provide recommendations and develop options for improved alignment and coordination taking into consideration the PIMS 2017-2026, WMO Strategic and Operational Plans 2024-2027, and others to maximise benefits for the Pacific Island Countries and Territories (PICT) region.

QUALIFICATIONS
Education
Governance and Institutional Strengthening (Team Leader)

University degree at post graduate level or higher in Social Sciences, Public Policy, Administration, Management, Law, Economics and or other related fields from an internationally accredited institution.

Meteorologist

University degree in Meteorology, Hydrology or Environmental Sciences, or relevant accreditation from recognized institutions.

Financial Analysis and Management

University degree in Finance, Financial Management, Business, Accounting, or related field from an internationally accredited university/institution. Postgraduate or higher is preferred.

Experience
Governance and Institutional Strengthening (Team Leader)

At least 8-10 years of professional experience and proven expertise in conducting institutional reviews or assessments (particularly in governance structures but also including institutional and partner dialogue and consultations towards reform) and formulating recommended structures.
Ability to identify fit for purpose governance structures and decision-making processes within a multi-donor setting, with evidence of at least one successful organizational/institutional governance assessment within the past 3 years.
Demonstrated experience in engagement of and working with government counterparts, development partners and private sector.
Demonstrated knowledge and experience with applicable regulatory and policy frameworks at the regional and international levels with some familiarity with climate and disaster resilience.
Strong organizational skills, strategic thinking, and a proven ability to deliver tangible results. Proficient in writing reports, proposals, and related materials for English-speaking institutions, with exceptional communication and interpersonal skills.

Meteorologist

At least 8-10 years of professional experience in conducting institutional reviews and formulating recommended structures especially in governance (strategic plans for NMHSs)
Demonstrates a proven ability to engage with Government counterparts, development partners and private sectors.
Must have knowledge and experience with relevant regulatory and policy frameworks at both regional and international levels.
Must have demonstrated organisational skills, strategic thinking, and a consistent ability to deliver tangible results.

Financial Analysis and Management

At least 7 years of experience with design and improvement of financial management structures at organizational level.
Demonstrated experience with leveraging sustainable finance opportunities to support implementation of institutional reform.
Successful track record in writing reports, proposals, and related materials required.

Other requirements
Experience with or strong knowledge of meteorological and sustainable development programmes and organizations in the Pacific islands is highly desirable.
An understanding of the Pacific region, CROP organisations, especially the PMC and WMO Structures will be considered an advantage.
Proven ability to work independently and collaboratively, and in a multidisciplinary and multicultural environment.
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.
