DUTIES AND RESPONSIBILITIES
Under the overall guidance of the Senior Scientific Officer, Climate Services Branch, the consultant will provide technical assistance on climate science information for the Toward Risk-Aware and Climate ResilienT Communities (TRACT) Strengthening climate services and impact-based multi-hazard early warning in Maldives Project Preparation Facility (PPF) to the Green Climate Fund (GCF). This will include the generation of relevant climate indicators and indices, and support will be provided on a widespread basis encompassing various climate-sensitive sectors in the country, including disaster risk reduction (DRR), water, agriculture, health, energy and tourism, which are affected by extreme and high-impact weather and climate events, contributing to a cross-sectoral climate impact and risk assessment.
The incumbent will perform the following duties:
1) Conduct an in-depth analysis of the climate context of the Maldives. This includes an overview of past, current and future projected climate trends based on available tools and information including already existing national climate reports;
2) Develop a climate assessment of the Maldives which includes identification of climate-related hazards, vulnerabilities and impacts at national level. This will include assessment of state of the climate indicators, context-specific climate indicators, and high-impact events indicators using the best available science (including both historical and projection data);
3) Contribute to broader access to, and an understanding of, data on climate change with specific focus on Sea-level Rise (SLR), extreme rainfall, tropical cyclones and other relevant hazards for the Maldives;
4) Demonstrate alignment between the proposed project and national climate change policies, plans and actions, and assess the robustness and usefulness of the compiled climate science information for the local measures of multi-hazard early warning, climate resilience and adaptation;
5) Synthesize findings and develop a comprehensive report which contains a scientifically evidenced climate rationale that supports the proposed project to build climate resilience and enhance EWS in the Maldives and highlights any gaps in climate data and information that can be addressed through further technical assistance (e.g., data rescue and so on);
6) In coordination with the WMO Climate Services project team members, identify content for training and capacity building activities;
7) Identify a range of stakeholders and possible engagement mechanisms of available experts at national or regional levels that can support the roll-out of the training events, from the hydro-meteorological as well as the climate science-policy communities;
8) Attend virtual or any in-person coordination meetings with the WMO Climate Services project team, host country focal points (national meteorological services, line ministries, etc.), WMO technical partners including UNEP, and others.
QUALIFICATIONS | ||
Education Master’s degree or equivalent in climate sciences/climate change, environment and natural science, meteorology, sustainable development, finance, or a similar field. | ||
Experience 10 years or more professional experience at a senior level, including expertise in producing and analyzing climate data and information. Experience with the preparation of scientific analysis for various climate applications. Strong ability to conduct research, survey methods and data analysis (quantitative and qualitative). Experience with stakeholder engagement and ability to work with Government, National Meteorological and Hydrological Services, private sector and civil society organizations. Experience in working with developing countries in climate and/or environmental multilateral programming, climate science and climate financing. | ||
Other requirements Good knowledge of global climate change issues. Knowledge of international and national climate finance mechanisms, strategies and relevant institutions, particularly in developing countries. Ability to produce high-level analytical reports, briefs and presentations. Excellent writing and editing skills. Strong organizational skills, strategic thinking, and a proven ability to deliver tangible results. Ability to work in a multicultural environment and collaboratively. | ||
Languages Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage. (Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.) |
