Position
The consultant to guide in the development of National Anti-FGM safeguarding policy in collaboration with technical working group under the leadership of Anti-FGM Board. The consultant will ensure that the Anti-FGM board has policy framework on safeguarding to support rights of girls and women in regard to FGM/C. The Safeguarding policy will state Anti-FGM board commitments to prevent harm and ensure reporting and responding of any form of harm and abuse. It will discourage all forms of violence, sexual harassment, social exclusion, and gender discrimination against women and girls. The policy will also provide a framework for basis for FGM/C interventions in planning, budgeting, and implementation processes and will formalise and provide legal obligations to protection of women, girls and associates, suppliers, supporting end of FGM/C and compliance to funding partners.
The Consultants are expected to complete and submit the following deliverables;
- An inception report detailing a work plan, tools and proposed processes and proposed road map for development of the policy and input.
- Work with the Options Safeguarding Lead, Anti- FGM board Policy and Research Director and Program lead to conduct a policy analysis to understand the current status in relation to development of the policy in regard to Anti-FGM board, operations, governance, planning, budgeting, and other processes.
- Develop a Safeguarding Policy to guide the Anti-FGM board in implementation of safeguarding process and procedures in all organizational programmes and processes.
- Conduct a validation workshop on the policy with the Anti-FGM board members, technical working group.
- Develop a process report detailing the process of development for the policy.
- Develop a capacity building plan on safeguarding for the board members and other stakeholders (Technical Working Group) to enable the key stakeholders to implement the policy provisions.
- Develop training materials regarding the policy and train Technical Working Group as Trainer of Trainers (TOTs) to roll out the policy in respective counties.
Requirements
- A degree in social sciences or legal background (a post graduate degree is preferable).
- At least 5 years’ experience in implementing FGM/C related programmes, sound understanding of FGM/C dynamics and policy development, proven experience in capacity building of organizations in FGM/C, violation of girls and women rights and development of Anti-FGM-related policies and ability to have appropriate language in communication around FGM/C.
- Sound understanding of the programme cycle management, human rights-based programming and women and girl cantered approach in programming.
- Familiarity with safeguarding monitoring and evaluation methods, including FGM/C related statistics and indicator development.

- Demonstrated previous experience in similar assignments and qualifications outlined in this ToR
- Three client references and contact information (References should have worked with your organization within the past two years in connection with and if possible, subject matter applicable to this agenda of Anti FGM)
- A financial proposal in KES.
