BACKGROUND

The lack of available and comparable data on violence against children (VAC) is because there are no common or uniform recommended operational definitions for the various forms of VAC that countries can use to guide their measurement efforts. As a result, the International Classification of Violence against Children (ICVAC) was developed by UNICEF and endorsed by the United Nations Statistical Commission in March 2023. The ICVAC includes operational definitions of all forms of violence against children and covers interpersonal and collective violence, both in times of peace and during internal or international armed conflict. The classification provides countries with a tool to assess the extent to which their national definitions and data collection efforts comply with internationally agreed standards. It will also support countries to ensure that data collection efforts produce comparable data.

The Child Protection and Development (CPD) Unit within the Data and Analytics Section is leading the roll out of the ICVAC and requires a consultant to draft the tools and guidance materials that will support countries in its implementation.

Purpose of Activity/Assignment:

The consultant will develop materials for the roll out of the International Classification of Violence against Children (ICVAC). This will involve finalizing the ICVAC Implementation Manual, developing training materials, supporting countries, contributing to the development of tools, and preparing case studies, technical notes, and advocacy materials.

Scope of Work:

The current scope of work includes supporting the preparation of guidance materials and tools for the implementation of ICVAC. The Child Protection and Development (CPD) Unit within the Data and Analytics Section is leading the roll out of the ICVAC and requires a consultant to draft the tools and guidance materials that will support countries in its implementation.

Terms of Reference / Deliverables

In close collaboration and working with the UNICEF Senior Advisor for Child Protection, the incumbent is responsible for the following deliverables:

Deliverable 1: Draft fund-raising strategy for ICVAC

Deliverables/outputs: Draft Strategy, 2nd draft of strategy, Final draft strategy.

Delivery Deadline: 1 May 2024

Deliverable 2: Finalize the ICVAC implementation Plan, Plan document and incorporate any updates as required.

Deliverables/outputs: Final draft of the ICVAC Implementation Plan

Delivery Deadline: 1 May 2024

Deliverable 3: Develop advocacy materials for NSOs, partners and UNICEF field offices – For example short document what the ICVAC is and illustrating how the ICVAC fits within the Sustainable Development Goal (SDG) monitoring machinery and show how its use can improve SDG monitoring in relation to Goals 5 and 16

Deliverable 4: Contribute to the draft guidelines for producing date on VAC in line with the ICVAC.

Deliverables/outputs: Review current draft and provide inputs as requested, 2nd draft of inputs, Final draft of inputs.

Deliverable 5: Prepare up to 10 case studies on various forms of VAC that will be used as reference for countries implementing the ICVAC.

Deliverables/outputs: First draft case studies, Second draft case studies, Final case studies

Delivery Deadline: 15 July 2024

Deliverable 6: Develop training materials for in-person and self-paced online training targeting NSO’s and other relevant entities.

Deliverable 7: Produce short technical notes (one to two pages) to show the value of the ICVAC in relation to specific forms of VAC in relation to specific forms of VAC, such as the killing of children in conflict settings, sexual exploitation of children, technology-facilitated VAC, bullying, etc.

Deliverable 8: Develop an online index of the ICVAC.

Deliverable 9: Contribute to the draft tool kit for producing administrative date in line with the ICVAC.

Deliverable 10:  Provide country support including:

  • Development of a road map tool and support countries to customizing road map to their needs
  • Draft TOR for multisectoral implementation task forces at the country level
  • Facilitating the mapping of existing national statistical definitions into the ICVAC framework and identifying implementation gaps and needs
  • Facilitating the transition from core and minimum disaggregating variables to additional disaggregating variables

  • Draft roadmap, Second draft of roadmap, Final draft of roadmap.
  • Draft ToR, Second draft of ToR, Final draft of ToR
  • Review and draft response to countries requesting support.
  • Finalize response.

Qualifications

(1) Education

  • An advanced university degree master’s degree or equivalent in Social Sciences, Demography, Statistics, Epidemiology, or other related social science field is required.

2) Work experience

  • A minimum of 7 years of progressively responsible and relevant professional work in violence against children and/or statistical activities related to measurement of the SDGs.
  • Experience in developing and implementing international classification guidance at the international and national levels is required.

3) Competencies

  • Fluency in English. Intermediate skills in a second UN language would be an advantage.
  • Excellent communication and interpersonal skills.
  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective relationships with national partners.

  • Financial proposal that will include:
  • the costs per each deliverable and the total all-inclusive (lump-sum) fees for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, as applicable.
    • Indicate your availability.
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
