BACKGROUND
Purpose of Activity/ Assignment:
The purpose of the assignment is threefold:
a. Supporting the elaboration and drafting of chapter 5 of the upcoming global disability inclusion report for the global disability summit 2025
b. Concluding technical assistance on financing disability-inclusive social protection for Sierra Leone
c. Support delivery of several pieces of training on disability-inclusive social protection with a focus on financing of disability targeted packages linked to disability certification.
Background elements:
In preparation for the Global Disability Summit 2025, a collective of stakeholders including IDA, UNICEF OHCHR, WHO, ILO, UNPRPD, UN Women, GIZ, LSHTM, CIP and IDDC are working together with the financial support of Germany to elaborate a global report to provide policy makers, OPDs and development partners pathways and priority steps on how to accelerate inclusion of the diversity of persons with disabilities in different contexts.
The Global Disability Inclusion Report seeks to support dialogue of all stakeholders involved in the Global Disability Summit 2025, the 2025 review of SDGs and the social summit. It will foster a process that enhances mobilization of a diverse group of stakeholders. A key focus of this report will be on resourcing and financing disability inclusion.
Additionally, UNICEF has been, in recent years, supporting many countries to develop disability assessment and certification mechanisms for inclusive social protection and is working now on developing a tool box/road map with focus on lower income settings. As part of this process, UNICEF is leading the work on developing resource to help countries cost and finance the progressive expansion of the social protection disability support package.
Scope of Work:
1. Support the drafting of the chapter 5 of Global disability inclusion report including:
2. Financing disability inclusive social protection Sierra Leone:
a. Validation of the costed scenarios for basic package of disability related benefit for Sierra Leone and development of a financing road map
3. Training on financing of disability targeted social protection package
a. Design and deliver a tailored module on costing/financing disability inclusive social protection for the goverment of Estawini
b. Deliver the second costing/financing module for the alumni of the UNICEF-Bonn Rhein Sieg University short course.
c. Support delivery of a 4-day disability inclusive social protection short course face to face with the World Bank for the ECA region tentatively in November 2024
Terms of Reference / Key Deliverables:

1.1 Startup Phase package 1(5th August 2024)
– Draft detailed outline of the chapter 5
– First draft of conceptual framework in relation to economics of inclusion and financing the acceleration of inclusion
– Outline of the study mapping of financing mechanisms for inclusion at global, regional, national, and sub-national levels
1.2 Startup Phase package 2 (31st August 2024)
– Develop ToR with selected country offices of case studies on the financing gap for inclusion across policy intervention that have distinct and/or significant fiscal impact including social protection, education, and health
– Finalise conceptual framework
– Draft study on financing mechanisms for inclusion at global, regional, national, and sub-national levels
– Initial agenda of an international workshop on the subject pre GDS
1.3 Final report on domestic financing mechanisms (14th October 2024)
1.4 Carry out case studies on the financing gap for inclusion in 3 countries within country mission in 1 country (21st October 2024)
1.5 Synthesis of the case studies (28th October 2024)
1.6 Draft the chapter 5 section on the case studies, financing mechanism and implication for domestic and international resources mobilization and financing in different contexts (11th November 2024)
1.7 Organise and co-facilitate online consultation on the draft and support finalization of the chapter 5 after the consultation (2nd December 2024)
1.8 Support organization and facilitation of the international workshop and Produce a 5-pager brief summarizing the main take away of the workshop (31st March 2025)
2. Financing Disability Inclusive Social Protection Sierra Leone
2.1 Including a country mission, Validation of the costed scenarios for basic package of disability related benefit for Sierra Leone developed based on multi-stakeholders workshop in January 2024 and development of a draft financing road map (30th September 2024)
2.2 Final report (30th November)
3. Training disability inclusive social protection with focus on financing of disability targeted package linked to disability certification
3.1 Design and deliver a tailored module on costing/financing disability inclusive social protection for the government of Estawini: tailored online module curriculum, course material on costing/financing DISP, online module delivery and brief report (31st August 2024)
3.2 Deliver the second costing/financing module for the alumni of the UNICEF-Bonn Rhein Sieg University short course. Deliverable: Online module delivery and brief report including participants survey (15th September 2024)

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
