Since the outbreak of the war in Ukraine on 24 February 2022, 6.4 million refugees have been displaced, with 1.6 million settling in Poland. Refugee women and children represent the majority of this population. As of February 2025, there are over 360,000 Ukrainian refugee children in Poland, nearly half of whom are enrolled in Polish schools. To respond to this crisis, UNICEF established a Refugee Response Office in Poland and partnered with national and municipal authorities, as well as local NGOs, to provide critical support to affected communities.
Through this consultancy, UNICEF will support the Ministry of National Education (MoNE) in coordinating, implementing, and monitoring additional support services under the “Accessible School for All” (ASA) project — a key UNICEF priority for 2026. The consultant will work closely with the Educational Research Institute (IBE) to ensure effective implementation and alignment with project objectives.
Additionally, UNICEF is partnering with the Centre for Education Development (ORE) on a national antibullying programme. The consultant will provide technical leadership and coordinate knowledge-sharing events to scale this initiative nationwide under MoNE/ORE leadership in 2026. The consultant will also serve as a liaison between IBE, ORE, MoNE, and UNICEF to ensure smooth collaboration and delivery of results.
Scope of work:
The consultant will provide technical and coordination support to UNICEF and its partners to advance inclusive education initiatives under the renewed partnership for the “Accessible School for All” (ASA) project and the national anti-bullying programme. Acting as the primary liaison between UNICEF, the Ministry of National Education (MoNE), the Educational Research Institute (IBE), and the Centre for Education Development (ORE), the consultant will manage partnerships, ensure alignment of technical inputs, and facilitate knowledge-sharing and capacity-building activities to strengthen implementation.
In addition, the consultant will support MoNE in planning and implementing additional services under the ASA project and provide technical leadership for the design and rollout of anti-bullying interventions, ensuring integration into national education strategies and continuation of the programme in 2027. The role includes organizing workshops and events to scale the anti-bullying programme nationally, while maintaining effective coordination and communication among all stakeholders to resolve bottlenecks and ensure smooth delivery.
The consultant will also develop and maintain monitoring frameworks for both initiatives, prepare progress reports, and document lessons learned to inform future programming. Furthermore, the consultant will lead knowledge management efforts by producing technical briefs, presentations, and capacity-building materials, leveraging resources from IBE and ORE to promote evidence-based practices and support educators and school administrators in creating inclusive and safe learning environments.
How can you make a difference?
Deliverables/Milestones:
1. Partnership Management (Jan-Oct 2026, 30 working days)
A) Serve as the primary liaison between UNICEF, the Ministry of National Education (MoNE), the Educational Research Institute (IBE), and the Centre for Education Development (ORE). (at least 10 coordination meetings – one per month)
B) Manage the partnership with IBE, ensuring alignment of technical inputs with ASA project objectives and timely delivery of agreed outputs (extension of LoE/WP in place by Feb 2026)
C) Coordinate with ORE to provide technical support for the national anti-bullying programme, facilitating knowledge-sharing and capacity-building activities (led at least 10 advisory board meetings – one per month; development of ToRs for trainings and workshops (by Feb 26) and final event (by May 2026)
2. Technical Coordination (Jan-Oct 2026, 50 working days)
A) Support MoNE in planning and implementing additional support services under the ASA project (technical support in reviewing additional 10 modules developed within IBE/MoNE/UNICEF partnership – by June 2026)
B) Provide technical leadership for the design and rollout of anti-bullying interventions, ensuring integration into national education strategies. (training of ABS experts March-June 2026; adaptation of antibullying training and learning materials Feb-July 2026)
C) Organize and oversee knowledge-sharing events and workshops to scale the antibullying programme nationally (oversee conference in January 2026 and September 2026)
3. Technical Coordination (Jan-Oct 2026, 30 working days)
A) Support MoNE in planning and implementing additional support services under the ASA project (technical support in reviewing additional 10 modules developed within IBE/MoNE/UNICEF partnership – by June 2026)
B) Develop and maintain a monitoring framework for ASA and anti-bullying activities, including indicators, timelines, and reporting mechanisms. (Reporting framework in place Feb 2026; bimonthly progress report to be shared with supervisor)
C) Prepare periodic progress reports for UNICEF and partners, highlighting achievements, challenges, and recommendations. (reporting on a quarterly basis into HAC HFI matrix; provision of inputs for donor reports as per office schedule)
4. Coordination and Communication (Jan-Oct 2026, 20 working days)
A) Facilitate regular coordination meetings among MoNE, IBE, ORE, and UNICEF to ensure smooth implementation and resolve bottlenecks. (led at least 10 coordination meetings – one per month)
B) Maintain clear communication channels and provide timely updates to all stakeholders. (participation to monthly Education sector meeting to provide update on those two initiatives and seek feedback from stakeholders)
5. Knowledge Management of ORE and IBE resources/documentation/ materials (Jul-Oct 2026, 20 working days)
A) Support the development of technical briefs, presentations, and other knowledge products to disseminate evidence and promote good practices. (Best practice catalogue in place July-Oct 2026)
