UNICEF Thailand Country Office (TCO) is seeking a qualified candidate to support the field planning, implementation, monitoring, reporting and evaluation of UNICEF’s response to emergency situations which may arise such as flood, landside, refugees influx, etc., under the direct supervision of the Deputy Representative and in consultation with the sector emergency focal points.
The individual consultant will support the coordination of the Emergency Preparedness and Response plan of UNICEF Thailand. This consultancy is not deemed “Elevated Risk Role” from a child safeguarding perspective but would require the consultant to play a monitoring role from implementing partners and ensure that PSEA/child safeguarding are particularly looked at with implementing partners.

2. Assignment: Develop a 2024 joint response plan between Myanmar and Thailand UNICEF Country offices

3. Assignment: Update risk analysis and preparedness plan of the UNICEF Thailand Emergency Preparedness Platform

4. Assignment: Coordinate the work, ensuring the implementation and monitoring of interventions for emergency project. Keeps the effective flow of information and communication on emergency preparedness and response issues, crucial for the planning and implementation of emergency measures.

To qualify as an advocate for every child you will have…
• Master’s degree in social development, communication for development, behavioral and social change, social marketing, public advocacy, or another related area.
• At least 5 years progressively responsible professional work experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation and administration.
• Demonstrated experience and knowledge in emergency preparedness planning and coordination.
• Strong technical skills in editing, reporting and consolidation of quality documents and reports.
• Experience working on emergency with UNICEF and/or the United Nations system. Familiarity with Thailand and the work of UNICEF Thailand will be an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations, or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
