Training municipality staff members on effectively managing newly constructed facilities

Background

Hungarian Interchurch Aid is a community that provides those in need or in crisis with efficient assistance through the power of unity. Our main objective is to facilitate the integration of families seeking a way out of poverty. In our international operations we work with local partners to ensure adequacy with real community needs

In current project, HIA is rehabilitating and constructing a community centre, a market space and a sport centre in Sinjar, Ninewa.

Objective

The objective of current consultancy is to offer facility management training to appointed staff members of the responsible municipality.

The goal of the facility management training is to prepare participants to effectively manage facilities constructed and handed over under the project, enhance operational efficiency, and contribute to long-term sustainability of the buildings as well as the availability of the cost-effective utilization for the community.

Scope

HIA expects the facility management trainers to fulfil their duties working primarily on the project ‘Strengthening resilience in dealing with crises and conflicts in Ninewa’. The trainers shall work together with the project team of HIA and their partners and report to the project manager.

The training shall include but is not restricted to the following topics:

  1. Facility management (45%)
    • Role and responsibilities of a facility manager
    • Understanding HVAC (Heating, Ventillation and Air Conditioning), plumbing, electrical systems, and maintenance practices – on the facility manager’s level.
    • Knowledge of health and safety regulations, emergency procedures.
    • Energy management, waste reduction and waste management.
    • Basics on overseeing tasks related to facility events and facility projects.
    • Understanding the importance of transparent budgeting and efficient marketing of facilities.
  2. Budgeting and Financial Management related to the facilities (30%)
    • Cost control, budgeting, and financial planning for facility operations.
    • Ensuring proper and transparent accounting of the facility related costs and revenues.
    • Financial planning and forecasting related to the facility.
    • Understanding the roles of facility manager, supporting them with necessary financial data.
  3. Marketing and Vendor Management (25%)
    • Effective use of space, planning of maximum utilization of the facilities.
    • Tools and ways of marketing of the different facilities
    • Importance of vendor management and partner liaison
    • Understanding the roles of and close coordination with facility manager and financial manager

Deliverables

  • At least 4 days of in-person trainings for municipality staff (under 10 participants) – subject to suggestions or alteration based on training material and schedule
  • 6 occasions (1/week) of mentoring and support (2 hours/occasion)
  • Training and demonstration material, tests and certifications
  • Booklet and handout for the participants, pre-approved by the project management
  • Templates for planning (financial, event, maintenance etc.)
  • Templates for necessary regulations

 

Qualifications

  • Degree/Training in facility management, property management, real estate etc.
  • Degree in Finance and economics, Business, Management or related topics.
  • Proven experience in Facility management in Iraq, incl. maintenance, budgeting and event organizing in Iraq and Kurdistan Region of Iraq.
  • Proven experience in training and development of staff members
  • Training of government staff members is a plus
  • Language of the training and materials is Arabic
  • Fluency in both spoken and written Arabic is required, with proficiency in Kurdish (Kurmanji) considered a strong advantage.

 

Time and location

  • Training shall be organized in first half of November 2024, with mentoring days spread out from the beginning of December 2024 until mid-February 2025.
  • Service provider is expected to deliver the training in person.
  • Location is Sinjar town, Ninewa.

    • a mentoring fee per occasion (pls specify if online or in-person)

 

Additional information

  • Travels, accommodation and valid work permits shall be covered by the service provider.
  • HIA will provide official contract and support letter if necessary.
