CONSULTANCY: FAT and SAT of Meteorological Systems under the Côte d’Ivoire VIGICLIMM Project

DUTIES AND RESPONSIBILITIES

Under the supervision of the WMO Representative for North, Central, and West Africa and in coordination with the Director of National Meteorology of Cote d’Ivoire, the incumbent will undertake the following duties for Factory Acceptance Test (FAT) and Site Acceptance Test (SAT) of Meteorological Systems in Côte d’Ivoire for the System of Vigilance, Alert, and Climatic and Meteorological Services to Users (VIGICLIMM) Project:

1. Preparation of Factory Acceptance Test (FAT)

o Review Specifications: Analyze and ensure the completeness and accuracy of all technical and functional specifications for systems in the project.
o Develop Test Plans: Create comprehensive FAT plans for various system components, detailing test cases, acceptance criteria, and expected outcomes.
o Configure Test Environments: Collaborate with technical teams to set up and configure necessary test environments, ensuring all requirements are met.
o Documentation: Document test procedures and prepare templates for recording results and anomalies.

2. Execution of Factory Acceptance Test (FAT)
o Conduct Tests: Execute the detailed test plans, monitoring system performance and documenting behavior.
o Identify and Document Issues: Record and categorize any anomalies or failures observed, communicating them to development teams.
o Coordinate with Development Teams: Work closely with developers to understand and address the root causes of issues.
o Reporting: Compile and document FAT results, highlighting outcomes and providing recommendations.
o Travel: Be available to travel to France for FAT execution as needed.

3. Preparation of Site Acceptance Testing (SAT)
o Update Test Plans: Revise FAT plans for SAT, incorporating lessons learned and adapting them to the deployment environment.
o Coordinate Site Preparations: Ensure the testing sites are properly prepared and verify that the environment matches the expected setup.

o Integration and Interoperability: Ensure systems’ integration and interoperability, verifying that all components work seamlessly together.
o Compliance with WMO Standards: Adhere to WMO standards, ensuring proper data format, metadata collection, and data exchange protocols.
o Train Local Teams: Conduct training sessions for local teams, providing them with the necessary documentation and guidance for SAT.

4. Execution of Site Acceptance Test (SAT)
o Conduct On-site Tests: Perform SAT at deployment sites, validating system performance in the live environment.
o Manage Issues: Document any issues during SAT, coordinating with local and development teams to resolve them.
o Re-test and Validation: Re-test systems after resolving issues, ensuring they meet the required specifications.
o Reporting: Compile SAT results into comprehensive reports, highlighting issues, resolutions, and acceptance status.
o Travel: Be available to travel to Côte d’Ivoire for SAT execution as needed.

5. General Responsibilities
o Quality Assurance: Ensure all testing activities follow best practices and maintain high accuracy and detail.
o Communication: Maintain clear communication with project stakeholders, providing regular updates on progress and issues.
o Continuous Improvement: Identify and recommend improvements for testing processes and system performance.
o Compliance: Ensure all activities comply with WMO standards, ICAO guidelines, and local regulatory requirements.

 

QUALIFICATIONS

Education
– Advanced degree in Meteorology, Atmospheric Sciences, Engineering, Computer Science, Systems Engineering, Information Science, or a related field.

– A Bachelor’s degree in a related field may be considered with substantial relevant experience.

Experience
Professional Experience:
– At least 5 years of experience in managing and executing Factory Acceptance Tests (FAT) and Site Acceptance Tests (SAT) for complex IT systems.

– Previous experience with meteorological systems or climate data management projects is highly desirable.
– Experience in coordinating with development, technical, and local teams for problem resolution and system optimization.

Technical Skills:
– Proven proficiency with monitoring and supervision tools such as Zabbix and Grafana.
– Hands-on experience with meteorological information systems and associated IT infrastructures.
– Familiarity with protocols and standards for meteorological and climate data management (e.g., WMO, ICAO).

Other requirements
Project Management Skills:
– Ability to manage multiple tasks and projects simultaneously while meeting deadlines.
– Experience in drafting test plans, technical documentation, and anomaly reports.

Problem-Solving Skills:
– Ability to identify, analyze, and resolve problems efficiently and effectively.
– Ability to work under pressure and manage emergency situations in a calm and organized manner.

Availability:
– Willingness to travel to France for the execution of FAT.
– Willingness to travel to Côte d’Ivoire for the execution of SAT.
– Flexibility to work outside normal business hours if necessary to meet project requirements.

Languages
Excellent knowledge of French (both oral and written). Knowledge of English is desirable. Knowledge of other official languages of the Organization would be an advantage.
