Introduction
Nigeria is Africa’s largest economy and is host to the largest population of young people in Africa. In recognition of the transformative potential of Nigeria’s development for the whole of Africa, UNDP (United Nations Development Programme) Nigeria continues to actively explore novel pathways to catalyze the achievement of inclusive growth and sustainable development. These novel pathways require the design and implementation of initiatives that increase the capacity of national and subnational entities to address the complex myriad developmental challenges. In response to this, UNDP is seeking to deploy the UniPods Initiative across 6 Geopolitical zones to promote the capacity of states to innovate around challenges limiting their growth and development. The term of reference seeks to engage a consultancy firm to repurpose existing buildings across 7 universities in the 6 Geopolitical zones into innovation themed centers in 5 months.
The Unipods initiative is a key pillar of the timbuktoo Project. The project seeks to enhance the capacity of Africa’s innovation ecosystem to collectively solve its own developmental challenges. Building on the initial success of ongoing UNDP initiatives, UNDP Timbuktoo, from here to Africa’s Future Project on “Fostering Innovation Ecosystems in Public Universities” is partnering with seven (7) universities in Nigeria to establish innovation Pods. The universities are being supported to establish functional engineering and creative design Makers Spaces focusing on agro-tech, digital solutions, electronics, renewable energy, and creatives. The project will also link the capability created at these universities with other public and private universities in Nigeria and Africa. The timbuktoo Project seeks to achieve this through the UniPods Initiative, the timbuktoo Hubs and the timbuktoo Foundation. UNDP Nigeria will deploy 7 University Innovation Pods across the 6 geopolitical zones, to enhance the capacity of universities to actively contribute to subnational, national, and continental development. The Unipods creates a platform for universities to strengthen their local economic ecosystem through the combined capacity of their youthful population, technology and resourcefulness of the faculty and innovation ecosystem within the state and across the country.
The Universities earmarked to host the Unipods have been assessed for their unique offerings to not only their state, but their transformational potential for the regions. Therefore, while some of the pods will be thematic, others will be sector agnostic, based on the assessments of the Universities and the developmental capacity and resources of the state. Nasarawa State University (NSUK) is owned by the Nasarawa State Government, established, and gazetted by the Nasarawa State Law No. 2 of 2001. The Executive Governor of Nasarawa State is the Visitor to the University. Subject to the provision establishing the University relating to the Visitor, the Council is the governing body of the University, charged with the general control and superintendence of the University, including its public relations. The Council is made up of the Pro-Chancellor, who is the Chairman, the Vice Chancellor, the Deputy Vice Chancellors, representatives of the Senate, representatives of the University Congregation, Nominees of the State Government, and the Registrar as the Secretary. The Senate is responsible for the organization of teaching and all other academic activities of the university including admissions and examinations. The Vice-Chancellor is responsible for running the day-to-day activities of the University. He is the Chief Executive and Chairman of the Senate of the University. The activities of the faculties are directed by the Faculty Boards chaired by the Dean of the Faculty, who in turn reports to the Vice Chancellor/Senate. The Departmental Boards direct and administer the activities of the respective Departments through the Heads of Departments who report through the respective Deans/Faculty Boards to the Vice Chancellor/Senate.
At the inception of the University in October 2001, the Faculty of Natural and Applied Sciences started with four academic departments, namely: Biological Sciences, Chemistry, Mathematical Sciences, and Physics. The Department of Geology and Mining alongside the Department of Geography was established in October 2002. The services of the department are mainly centered on resource-related exploratory research, in some cases, in collaboration with Agencies such as Nigerian Geological Survey Agency NGSA, Nigeria Hydrological Services Agency NIHSA, Mining Cadastre MCO, etc. institutes such as the Nigerian Building and Road Research Institute NBRRI.
NSUK can support innovations in the Mining and Minerals value chain, (also environment and agriculture) in terms of competent personnel, its strategic location and the availability of take up enterprises. The proposed NSUK-UNDP UniPod Mining Laboratory will address gaps in the Mining and Minerals Value chain in the state and region at large. The gaps in the Mining value chain could be but not limited to research and development activities particularly bankable data on mineral resources availability, grade and best/sustainable mining practices. The Unipod will also support enterprise and start-up development within the mining sector as well supporting research on contextual Environmental practices that could enhance the mining sector sustainably. The Unipod will build up a repository of Minerals data not only within the state but the region and country at large providing reliable data for investment in the Minerals value chain and policy influence in the Minerals sub-sector.
