Peace Winds is a Japanese Non-Governmental Organization established in 1996. Peace Winds has provided humanitarian and development assistance for people affected by forced displacement and natural disasters in more than 20 countries in the world. Peace Winds launched its mission in Kenya in 2012 and has since implemented projects funded by UN agencies (UNHCR, UN-Women, UNFPA, IOM, WFP), ECHO, the government of Japan and Japan Platform (JPF). Currently, PWJ is the lead implementing partner for UNHCR WASH, Shelter and logistics Sectors in Kakuma and Dadaab Refugee Operations. In addition, PWJ implements livelihoods (food security and skills development for women and youth empowerment) and sanitation and hygiene activities in Turkana, Garissa and West Pokot Counties.

Peace Winds is currently implementing an ECHO funded project aimed at improving the health, nutritional status, access to WASH services, shelter and logistical support for refugees and surrounding host communities in Kenya.

In Kakuma, PWJ is responsible for operating a fleet of light vehicles and trucks to deliver essential services. To enhance operational efficiency, safety, and emergency preparedness, PWJ seeks to provide defensive driving and first aid training to 21 of its drivers. This will ensure safer road practices, legal compliance, and the ability to respond effectively to emergencies.

Main Objective of the Assignment

The main objective of this consultancy is to equip PWJ drivers and plant operators with defensive driving skills and first aid knowledge to enhance safety, prevent accidents, and manage emergency situations effectively.

Scope of Work

The consultant(s) will be required to provide the following services:

  1. Develop an Inception Report
  • Outline the methodology and schedule of training sessions.
  • Include training content for both defensive driving and first aid.
  1. Conduct Training Needs Assessment
  • Review current driving practices and identify gaps that need to be addressed.
  • Assess the level of first aid knowledge among drivers and plant operators.
  1. Design and Deliver Defensive Driving Training
  • Focus on hazard recognition, emergency maneuvers, safe driving practices, and traffic regulations.
  • Use hands-on driving simulations and real-world scenarios.
  1. Design and Deliver First Aid Training
  • Cover basic first aid procedures, CPR, emergency response techniques, and use of first aid kits.
  • Provide practical sessions using manikins and real-life simulation exercises.
  1. Provide Training Materials:
  • Develop and provide manuals, handouts, and visual aids that participants can use post-training.
  1. Monitor and Evaluate the Training:
  • Conduct pre- and post-training assessments to evaluate the participants’ improvement in defensive driving and first aid skills.
  1. Certification:
  • Issue certificates to participants who successfully complete the training.

Deliverables

  • Deliverable 1: Inception Report detailing training objectives, methodology, and timeline.

  • Deliverable 2: Needs assessment report identifying skill gaps in defensive driving and first aid.

  • Deliverable 3: Training materials for both defensive driving and first aid, including manuals and handouts.

  • Deliverable 4: Pre- and post-training assessment reports, detailing the improvement in participants’ skills.

  • Deliverable 5: Certification of participants who complete the training.

    Reporting Modalities

The consultant will report to the PWJ WASH Technical Team and Logistics Department in Kakuma, with overall guidance from the WASH Coordinator.

Assignment Duration

The consultancy is expected to take 6 days, covering both defensive driving and first aid training for the 21 drivers, divided into two groups to ensure minimal disruption of operations.

Qualification and Required Skills

  • Professional Certification in Defensive Driving and First Aid.
  • At least 5 years of experience providing similar training for drivers and plant operators, ideally in humanitarian or development contexts.
  • Proven track record in conducting practical, hands-on training and simulations for adult learners.
  • Experience with fleet management in challenging terrains and complex operational environments.
  • PSEA Compliance.
