Consultancy for Evaluation of the Graduation Approach Program for vulnerable households in Turkana County

The evaluation will focus on the following lines of enquiry:
Relevance: To what extent has the GA intervention suited the needs and priorities of the programme participants?

How relevant was the programme design in ensuring that the programme contributed to sustainable livelihood access for vulnerable households?

Were the activities and outputs of the programme consistent with the overall goal and the attainment of the objectives?

How do project participants and stakeholders perceive the relevance of the project?

To what extent was the project able to adapt and provide appropriate response to context changes and emerging local needs, and the priorities of the project participants, especially by gender and legal status (refugee/host community)?

To what extent did NRC enable the participation of the people and communities it worked with in the graduation approach programming, in support of effective, safe, and quality programming?
Efficiency: To what extent has the GA achieved the desired results? Could NRC have used a different approach and achieved the same results (qualitative and quantitative)?

Were the interventions timely in responding to the needs of the target population?

Did NRC collaborate sufficiently with other stakeholders, including the country government, to deliver the project activities and processes?

Were the programme implementation methodologies/modalities considered to have been cost-efficient, while not compromising quality? Has the project ensured value for money in terms of quality, cost, timeliness and by ensuring optimal use of resources to achieve project results?

Was the programme implemented in the most efficient way in comparison to alternatives approaches?
Effectiveness: To what extent were the GA programme objectives achieved?

Were the GA objectives achieved?

What are the major factors influencing achievement/non-achievement of the programmes objectives?

Were the measurement methods used effective in demonstrating the degree to which project participants were able to increase their level of self-reliance and progress through the four main pillars of the graduation approach?
Sustainability: Will the project participants continue to practise the knowledge and skills they acquired through the programme?

To what extent are the benefits of the programme likely to continue after programme close?

Was the programme effective in establishing the saving groups to ensure their persistence?

Was the programme effective in increasing capacity of the project participants to continue practising their livelihood options?

What community development relationships have formed that may initiate other projects in the community?
Impact: What are the positive/negative changes brought about by the GA, intended/unintended?

What difference has the GA made in the lives of the 200 vulnerable households and their community? What difference has the GA made in the lives of the female project participants specifically?

Were there any unintended results (positive/negative) from the GA programme in the lives of the project participants (overall and female project participants specifically)?

How do the project participants perceive/describe the change?

How to apply

on 11th March 2024. The submitted proposals shall be opened on the same
day at 2:30 Pm.
All potential Consultant/Consultant firms take note ‘the DTS system does

date and time.
Norwegian Refugees Council reserves the right to withdraw, accept
or reject any bid application and may annul the tender process at any
time prior to contract award without thereby incurring any liability to the
affected bidder/s.
