Organizational Context
Consultancy for the elaboration of technical positioning material for the Programmatic Partnership between DG-ECHO and IFRC in the Americas.
Background:
In line with the objectives of the Grand Bargain (World Humanitarian Summit, 2016) to improve the way humanitarian aid is delivered, the European Union has piloted new ways of working with its key humanitarian partners globally, with more strategic, flexible, and predictable funding instruments. The pilot Programmatic Partnership (PPP) between IFRC and DG ECHO aims to enable communities and people at risk, as well as local actors, to act through innovative and integrated strategies to anticipate, prepare for, withstand, respond to and recover from humanitarian and health crises. The program has an estimated duration of 3.5 years and builds on the capacities and experience of Red Cross National Societies to work directly with communities, who are at the center of humanitarian action. In the Americas, the program is implemented in Ecuador, Panama, Honduras, El Salvador, and Guatemala. In addition, the European Union National Societies (EUNS) provide accompaniment and technical support to guarantee the quality of the actions and compliance with contractual requirements at the country level. At the technical level, the program is structured around five interrelated pillars that stem from IFRC’s 2030 strategy (Disaster Risk Management, Epidemic and Pandemic Preparedness and Response, Protection and Assistance to People on the Move, Cash and Voucher Assistance, Risk Communication, Community Engagement and Accountability) and six cross-cutting components (Anticipatory Action, Climate-Smart Programming, Digital Transformation, Environmental Sustainability, Legal Frameworks, and Strengthening the Response Capacity of National Societies). Currently, the Programmatic Partnership is in its third and last year of implementation (June 1, 2024 to March 31, 2025), which has made it necessary to strengthen the positioning of the program at the regional level and make visible the achievements made thanks to the articulated work between the IFRC Secretariat, the Host National Societies, and EUNS, who have combined their capacities, expertise, and unique value in the humanitarian field to implement one of the largest and most innovative programs in the region.
Job Purpose
Objectives of the consultancy:
- Based on its achievements, strengthen the positioning and visibility of the Programmatic Partnership in the Americas with external audiences, highlighting the added value, relevance, and transforming effect of the program at regional and national level.
- Based on inputs obtained from monitoring and reporting exercises, develop technical positioning materials in line with the program’s pillars and cross-cutting components, evidencing the IFRC network’s capacities to respond efficiently and effectively to humanitarian needs in the region.
- Promote the technical strengthening process of Storytelling and technical positioning of the Strategic Partnerships and Resource Mobilization (SPRM), Planning, Monitoring, Evaluation, and Reporting (PMER), and Communications teams of IFRC in the Americas.
Job Duties and Responsibilities
Activities and products:
- Mapping, characterization, and prioritization of key actors (minimum 10) for the technical and strategic positioning of the Programmatic Partnership in the region.
- Prepare a document with key messages for the positioning of the Programmatic Partnership at regional level (using as a reference the existing global documents and frameworks such as LogFrame of the program, theory of change, key areas of intervention, etc.) considering the characteristics of the target audiences in the countries of implementation.
- Conduct a comprehensive review of the content of interim reports (1 and 2), operational updates (2023 and 2024), monitoring visit reports, meeting notes and other available inputs of the Programmatic Partnership´s actions in the region to identify high impact information that can be used for positioning.
- Based on the previous activity, prepare five technical documents (one per pillar) on the Programmatic Partnership (capacity statements) in the region.
- Identification and construction of at least 5 success stories (one per pillar) on the results and changes evidenced through the working model of the Programmatic Partnership.
- Development of at least 2 case studies according to the technical guide in the areas of Health, Disasters, Climate, Crisis (HDCC) and PMER.
- Carry out a mapping of meetings, forums, regional workshops of strategic value to position the Programmatic Partnership and demonstrate the added value of the model.
- Provide support to Host National Societies and EUNS, through IFRC, for the development of actions framed in the global communications campaign and ensure the regional consistency of content and messages.
- Develop two virtual workshops focused on practical tools and recommendations for the development of technical positioning materials with the relevant SPRM, PMER and Communications teams.
- Create a guide with recommendations for the incorporation of storytelling elements in program reports.

Duration:
- The consultancy will have a duration of 6 months from the signing of the contract.
- Location: The consultancy will be virtual, so the consultant may be based in any country in the Americas. The consultant must be able to travel as required for the development of the expected deliverables. IFRC agrees to cover travel expenses if the consultant is requested to do so.

Education
- Bachelor’s degree relevant to the position
Experience
- Proven experience in resource mobilization, communications, marketing, technical positioning, and/or story telling.
- Knowledge of humanitarian architecture in the region. Knowledge of the International Red Cross and Red Crescent Movement would be an asset.
- Detailed understanding of the international cooperation context in the region, including major donors.
- Excellent writing and communication skills
- Handling of design tools and programs for the elaboration of graphic pieces.
