Terms of Reference (ToR)

Concern Worldwide is an international non-governmental humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries

Background and context

Concern Worldwide and local partners the Rural Agency for Community Development and Assistance (RACIDA) in Kenya, Pastoralist Concern in Ethiopia, and Lifeline Gedo in Somalia are implementing the Hanaano Programme with funding from Irish Aid (June 2024 – December 2026). ‘Hanaano’ means ‘to nurture’ in Somali language. The programme integrates livelihoods, WASH, natural resource management, social and behaviour change and gender equality and conflict sensitivity approaches to reduce the prevalence of child wasting in agro-pastoral communities. Target communities span the cross-border areas of Mandera County (Banisa, Mandera East or Mandera North Sub-counties) of Kenya, the Somali Region of Ethiopia (Dolo Ado and Dolo Bay Woredas), and Gedo Region of Somalia (Belet Hawa and Dollow Districts). Key partners include national and local government authorities, Tufts University as well as the Intergovernmental Authority on Development (IGAD)

Purpose of the Consultancy

The consultancy is to provide support to the PMU Director on a number of key deliverables from January to July 2025. The consultant will lead the livelihoods technical work stream to harmonize approaches across the programme as well as support livelihoods capacity-sharing initiatives, plan technical workshops, and support development of livelihoods learning briefs. The Consultant will also support teams in managing work plans, procurement plans, and implementing a robust budget tracking system. The Consultant will facilitate virtual workshops to align livelihood technical approaches across countries, and organize knowledge-sharing sessions to foster cross-country learning. Additionally, they will document climate and livelihoods best practices, ensure timely submission of mid-year narrative reports, and assist in the preparation of donor reports.

Expected Deliverables of the Consultancy

January – February

  • Ensure project work plans are in place and that the budget tracking system is functional.
  • Ensure all Procurement Plans are developed and aligned with budgets.
  • Lead the Livelihoods Technical Work stream: Harmonize approaches, manuals, tools, and guidance.

March

  • Facilitate Virtual Workshops on Technical Approaches: Lead online workshops to align technical strategies, particularly related to livelihoods, across various countries.
  • Organize Livelihoods Knowledge-Sharing Sessions: Identify and coordinate sessions aimed at promoting cross-country learning and collaboration.
  • Prepare a Livelihoods Learning Brief on Key Approaches to Reduce Wasting**.**

April

  • Document Best Practices: Compile livelihoods and climate related best practices across all programme countries.
  • Follow Up on Quarterly Reports: Ensure timely submission and technical review of narrative reports from all participating countries.

May

  • Support Donor Report Preparation: Ensure thorough review of partner reports and feedback on livelihoods technical areas.
  • Support Livelihood Capacity-Sharing Initiatives: Facilitate capacity-sharing initiatives and promote cross-country learning among livelihoods partners.

June

  • Plan and Facilitate Technical Workshops: Organize workshops focused on advancing technical approaches.
  • Assist Donor Report Submission: Aid in reviewing partner reports, and compiling the mid-year narrative report for donor.
  • Complete and Distribute a Learning Brief.

Timeframe

Time Frame for the consultancy is 6 months, from 15th January 2025 to 15th July 2025.

Essential and Desirable Experience/Qualifications

  • A postgraduate degree in relevant field (social science, economics, development studies, or related field)
  • Excellent project management skills, proficiency with project management tools to ensure successful project execution within budget and timelines
  • Experience in implementing programmes with a sound understanding of at least three of the following areas: Agriculture, Nutrition, Food Security, WASH, Natural Resource Management, Gender Transformative approaches, Social Behaviour Change
  • Excellent facilitation skills, experience delivering workshops, in-person and virtually. Demonstrated experience facilitating multi-country technical workshops.
  • Strong understanding of gender issues in relation to livelihoods programmes
  • Excellent interpersonal, communication, and writing skills in English
  • Experience working in the Mandera Triangle is a distinct advantage (Somalia, Kenya, Ethiopia)
  • Experience of communications and knowledge management for programmes: writing briefs, press releases, and social media content.
  • Experience in supporting the roll out of cross cutting approaches within livelihoods and nutrition (e.g. conflict, environment, gender)
  • Experience working with research institutions, coordination fora and other relevant international livelihoods institutions

Working conditions

The consultant will work under the supervision of Concern’s Hanaano Programme Management Unit Director and will work closely with the Concern country (Kenya, Ethiopia, and Somalia) and partner teams.

Duty station will be home based but with up to 50% travel in the programme countries of operation. For any travel outside of the consultant’s duty location, Concern will:

  • Book flights and accommodation and cover the cost of these
  • Provide transport to/from airport / work locations in destination location
  • Per diems, as per Concern per diem policy

Remuneration/Payment

The fee will be paid monthly against invoices issued by the Consultant, supported with activity report for the month of work completed and status of work which is on-going. Subject to withholding taxes. (5% withholding tax & 16% VAT where applicable for residents); (20% withholding tax & 16% reverse VAT for non-residents)

The location of the consultancy is flexible; however, the consultant is liable for any tax obligations in their home country.

Security

It is a requirement that the consultant will comply with [Kenya] security policy and in-country security procedures. Failing to comply will result in immediate termination of contract.
