1. Background

Universal access to sexual and reproductive health care is a core element of the Sustainable Development Goals. Yet 257 million women and girls who want to avoid pregnancy are not using an effective modern contraceptive method. Sustainable family planning means that contraceptive methods are accessible, affordable, and utilized when needed, including by the most vulnerable populations — adolescents and youth, persons with disabilities, and those caught in humanitarian crises. This means that there should be 1) efficient and timely procurement of a choice of quality-assured reproductive health commodities and 2) Increased range and availability of family planning commodities for marginalized groups in line with reproductive rights. Availability and choice are prerequisites for sustainable family planning. A broad range of contraceptive methods must be available through public sector distribution channels, with product quality in adherence to international standards.

1. Rationale

UNFPA Supplies is the world’s largest provider of contraceptives amongst other RH supplies, accounting for around 40 percent of all contraception procured by donors on behalf of developing countries, 42% of which are for the East and Southern Africa region. The Supplies program supports lower-income countries with the greatest need for modern contraceptives to procure commodities and supplies and provides technical support to ensure transparent and traceable movement of the commodities to the last mile through strengthening national supply chain management systems.

Like other countries in the region, the Federal Government of Somalia would benefit from the support to strengthen the commodity security system, which is affected by numerous challenges that prevent optimal functionality. The commonest of these are: inefficient logistics systems, inadequate funding, poor inventory management, lack of quality assurance, insufficient health infrastructure, cultural and social barriers, gender inequality, security issues, and the importance of partnerships. The need for a sustainable procurement and financing mechanism, effective inventory management, quality control measures, improved healthcare infrastructure, addressing cultural barriers, promoting gender equality, ensuring security in conflict areas, and fostering collaborations are highlighted. Additionally, the importance of implementing a robust data collection and monitoring system for informed decision-making is emphasized throughout the text.

To begin the journey to addressing the identified challenges, the UNFPA Somalia office hired a consultant to support the Somalia country office in developing a Reproductive Health Commodity Security Road map in line with the UNFPA Supplies Partnership Framework and guidance.

The development of this road map was guided by existing reports and data from a variety of sources and agencies, including relevant public institutions such as ministries of finance and planning, NGO/social marketing agencies, development partners, and the private for-profit/commercial sector). It also made use of national policies, commitments (such as FP2020), strategies, and action plans that affected RH commodity financing, procurement, warehousing, distribution, and promotion, as well as the general business environment. The consultant will also conduct key informant interviews with selected stakeholders to fill the missing information gaps.

UNFPA Somalia, through its Implementing Partner Human Development Concern in collaboration with the Federal Ministry of Health plans, hired a consultant to carry out the costing of the Road Map

1. Objective

The main objective of this assignment is to carry out the costing of all the strategic interventions indicated in the developed and validated Reproductive Health Commodity Security Road Map 2024/2025-2028

1. Scope of the assignment

Human Development Concern (HDC) an implementing partner in Sexual Reproductive Health Services works with the Somalia Federal Ministry of Health (FMOH) of Somalia, with financial support from UNFPA to support the Strengthening of Reproductive Health Commodity Security of the FMOH

HDC is seeking the services of an expert to carry out the cost of the road map.

The consultant will work in close collaboration with HDC, FMOH Procurement and Supply Chain team, UNFPA, and other Key stakeholders to carry out the Costing of the developed RHCS Road Map.

The scope of this assignment will cover the following areas.

1. Develop and submit an inception report and work plan: Following an inception meeting, develop an inception report describing the consultant’s understanding of the TORs for this assignment, the proposed methodology and approach for its implementation, and a work plan/ illustrating the expected deliverables and timelines for completion of specific tasks.
2. Conduct a desk review of relevant policies, strategies, plans, programs, and donor reports among others. The consultant will review the following key documents among others:

The Newly developed RHCS Road Map

1. Draft Family Planning Costed Implementation Plan (FP CIP)
2. Relevant MOH policies, strategies, and plans
3. Assessments by UNFPA and other stakeholders
4. Conduct a workshop with the key stakeholders to break down the Interventions into Activities and sub-activities.
5. Carry out the costing of all interventions, activities, and Sub-activities.
6. Carry out a costing validation (PowerPoint presentation with key Stakeholders
7. Finalize the costing embedding the costing into the final document and design.
8. Use the IMPACT Model or other applications to demonstrate the Benefits of investing in the RHCS Road Map.
9. Develop a PowerPoint presentation of the costing for easy presentation
10. Accountability and Reporting

The consultant shall carry out the tasks and present /share outputs in the milestone to HDC, UNFPA, and FMOH as per the work plan. HDC and MOH will guide and make necessary arrangements to coordinate and support the consultant’s access to the stakeholders and other in-country logistical arrangements.

1. Timelines:

This assignment is expected to be delivered in 20 days between 1st – 30th July 2024

• Advanced university degree in health economics, health financing, Health System Strengthening, or any other related field.
• At least 5 years of progressive professional experience in the development, and design of health financing and health economics-related documents in developing countries.
• Demonstrated successful experience developing evidence-based publications, investment cases, financial sustainability plans and Strategies, policy briefs, strategies, guidelines, and reports.
• Experience in working in Africa, especially with Governments or UN or International organization systems, will be an asset.
• Fluency in English with excellent writing, analytical, and communication skills
• Familiarity with the Somali context will be an added advantage and highly desired.
