Position

Options Consultancy Services in collaboration with UNFPA as part of technical support to the National Council for Population and Development (NCPD) is seeking to recruit a consultant with experience in conducting Political Economy Analysis (PEA) and a good understanding of the national budget making processes and financing for Sexual and Reproductive Health (SRH) specifically Family Planning.

The Consultant will lead and facilitate the delivery of a Political Economy landscape Analysis (PEA) on domestic financing for family planning commodities in Kenya. The PEA will be problem-driven, and the specific questions will be pre-determined by the Commodity Security Coordinating Committee led by the National Council for Population and Development (NCPD) including donors supporting procurement of commodities. Additionally, the findings from the PEA will inform the development of the SMART advocacy implementation plan.

Requirements

  • Minimum master’s degree in health economics, public policy, public health, or a related field.
  • Knowledge of Political Economy Analysis and related frameworks and approaches
  • Significant experience using qualitative methodologies with a range of different stakeholders.
  • Relevant and demonstrable experience in advocacy and/or strengthening policy and legislation.
  • Demonstrable experience in facilitating meaningful participatory processes and consultations.
  • Experience working on family planning.
  • Available to start work immediately.

  • Curriculum Vitae with an outline of recent experience of similar assignments executed during the last five years including names of three references from organizations they’ve worked for in the last five years
  • A description of the manner in which the Consultant plans to execute the work, approach and methodology proposed for carrying out the required work and level of effort for each task including a proposed daily rate.

Proposals will be evaluated, and merit points awarded based on the following:

  • Consultant’s general experience carrying out similar work.
  • Adequacy and quality of the proposed workplan, approach and methodology proposed to implement the TOR.
