To qualify as an advocate for every child you will have… 

• University degree in Civil Engineering, Sanitary Engineering, Environmental Engineering or equivalent.
• A minimum of 5 years of hands-on experience in on-site supervision of construction works and/or WASH engineering.
• Skills
  • Skills in written and oral communication, an ability to produce high-quality technical WASH-related content, deliver capacity-building sessions, and write clear, structured reports.

  • Strong engineering problem-solving abilities, with the capacity to respond effectively to technical challenges and provide WASH technical guidance.  Capacity to rapidly integrate and analyze technical information to inform decision-making. 

  • Ability to coordinate across diverse teams and engage with multiple stakeholders at different levels. 

  • Knowledge of Venezuelan WASH and civil works regulations: National and local standards for water quality and sanitation infrastructure. Construction norms applicable to public works in schools, healthcare facilities, and rural communities. Understanding of environmental safeguards, permitting processes, and compliance requirements.

  • High level of cultural sensitivity and adaptability—especially when working in indigenous or linguistically diverse communities. 

  • Drafting technical specifications for procurement and construction processes. 

  • Ability to conduct field-based technical assessments and translate findings into actionable engineering plans. 

• Fluency in Spanish is required.
• Desirable: Experience working in UN, humanitarian Organizations, Civil Society or Public Sector in WASH Engineering related fields. Working knowledge of English

Required visits to the field for your travel plan:

Consultant #1 Zulia

• Coverage: Approximately 11 locations within the state of Zulia.
• Frequency: 10 locations require 2 visits per month. 1 location requires 1 visit per month.
• Total Visits: 10 visits per location over the consultancy period for the 10 main sites. 6 visits over the consultancy period for the exception site. This results in a total of 106 visits.
• Travel Conditions: Travel will be by land. Most locations do not require overnight stays, with the exception of one location that may require an overnight stay.

Consultant #2 Amazonas

• Coverage: Approximately 3 locations within the state of Amazonas.
• Frequency: 3 visits per month to each location.
• Total Visits: 18 visits per location over the consultancy period, resulting in a total of 54 visits.
• Travel Conditions: Travel by land. All locations do not require overnight stays.

Consultant #3 – Bolivar, Delta Amacuro and Sucre

• Coverage: Approximately 9 locations distributed across the states of Sucre, Bolivar, and Delta Amacuro.
• Frequency: 1 visit per month to each location.
• Total Visits: 5 visits per location over the consultancy period, resulting in a total of 45 visits.
• Travel Conditions: Due to the remote and hard-to-reach nature of many sites, most visits will require overnight stays ranging from 1 to 4 nights.

• The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
