In Venezuela UNICEF is implementing engineering improvement projects in water supply systems, healthcare facilities, and educational institutions. These projects contribute to the enhancement of water, hygiene, and sanitation services in institutions and communities through the rehabilitation and construction of infrastructure and the strengthening of capacities.
How can you make a difference?
UNICEF’s WASH & CEED section is seeking the support of three (3) WASH Engineer Consultants to ensure the effective preparation of technical documents (TDRs), as well as the monitoring and delivery of high-quality infrastructure rehabilitation works. The consultancy will focus on an estimated total of 10-15 infrastructures in each of the states of Zulia / Amazonas / Bolivar, Delta Amacuro and Sucre. Each consultant will be assigned to a specific state or group of states. One for Zulia, one for Amazonas and one for the state group Bolivar, Delta Amacuro and Sucre. The final number and location of infrastructures will be determined during the course of the consultancy, based on evolving programmatic needs and assessments. The consultants will help ensure that all rehabilitation works, meet UNICEF’s quality standards and are delivered on time and within scope. To carry out the proposed activities, the consultants are expected to make periodic visits to the 10–15 target infrastructures per state/group of states. Each site should be visited every month; the number of visits depends on programmatic needs as discussed with the UNICEF supervisor.

Working conditions
Consultancy is in person, most of the time based at field level in WASH infrastructures. Travel is required.
Meetings at UNICEF offices are required.
Travel expenses are the responsibility of the consultant, so they must be included in their financial proposal. Please note that the consultancy fee may include travel-related expenses, such as overnight stays required for site visits to the 10–15 infrastructures that the consultant will monitor and supervise. However, UNICEF will not cover extended stays or full relocation costs (e.g., long-term rental accommodations) to the Duty station (Zulia / Amazonas / Bolivar, Delta Amacuro and Sucre). Prospective consultants should be aware that accepting a consultancy in a different state than their home base could result in expenses not covered by UNICEF.
The consultant will not have an assigned office working space.
The consultant must have their own work instruments and health insurance that covers the entire consulting period.

Strong engineering problem-solving abilities, with the capacity to respond effectively to technical challenges and provide WASH technical guidance. Capacity to rapidly integrate and analyze technical information to inform decision-making.
Ability to coordinate across diverse teams and engage with multiple stakeholders at different levels.
Knowledge of Venezuelan WASH and civil works regulations: National and local standards for water quality and sanitation infrastructure. Construction norms applicable to public works in schools, healthcare facilities, and rural communities. Understanding of environmental safeguards, permitting processes, and compliance requirements.
High level of cultural sensitivity and adaptability—especially when working in indigenous or linguistically diverse communities.
Drafting technical specifications for procurement and construction processes.
Ability to conduct field-based technical assessments and translate findings into actionable engineering plans.
