Purpose of Activity:

To bring unique external expertise and varied multilateral background in delivering and supporting new and recent initiatives by the Ethics Office, and through specialized skills and knowledge, produce particular outputs and defined deliverables, including reviewing outreach training materials, conducting ToT for Ethics staff, coordinating the growing number of ethics volunteer corps (numbering around 500), developing content and delivering training on specialized topics such as management capacity training program and sexual harassment prevention.  

Scope of Work:

  1. Provide unique external expertise and specialized knowledge to the Office’s strategy, policies and directions on training, outreach and lead in coordinating the Ethics and Culture Champions (ECC)* Programme.
  2. Review, improve and strengthen training modules and contents based on the Ethics Office’s general training and outreach plan.
  3. Contribute in leading the development and delivery of the Global Managers Support Programme and related “Ethical Leadership” module/s, participate in and support relevant working group/s (ex. UN Executive Group to Prevent and Respond to Sexual Harassment), and assist in the design of staff support and helpdesk mechanisms.
  4. Develop, as a subject matter expert, related module/s on the prevention of Sexual Harassment, participate in relevant working groups/s and assist in delivery of necessary capacity building session.
  5. As requested, and on a case by case basis as determined by supervisor/s, support, co-deliver or assist in specific training or outreach (virtually and in-person as needed) for offices, locations, teams, divisions, employee groups etc. needing specialized content or with particular training needs, or for specific campaigns (e.g. Ethics Month) or events, and perform ad hoc assignments as determined by supervisor/s. 
  6. Develop communication materials, assets, tools, and guidance, including guidance notes, FAQs, and other communication assets, and reports in relation to training and outreach.

*Ethics and Culture Champions (ECCs) are volunteers, now numbering more than 480 across 130 UNICEF offices worldwide based on nomination by the head of each headquarters division or regional/country offices.  The ECCs help to raise understanding and awareness of ethics and integrity issues in relation to staff conduct by holding regular meetings for all personnel in their respective regional or country office and facilitating conversations around ethics-related topics, using case studies and presentations.

Management Training

  • Identify relevant off-the-shelf management training programs that can be adapted to UNICEF.
  • Consult relevant stakeholders on the identified Management program
  • Review and assess the identified management training program and make recommendations for adaptation to UNICEF’s use.
  • Commence development of a standalone training Module on Ethics leadership for managers in UNICEF
  • Participate in working group/s and planning session/s

Capacity building and training for ethics team

  • Develop and deliver training on effective advice and guidance and facilitating conversation
  • Conduct ToT and capacity building
  • Support Ethics team retreat

Develop a module on the prevention of Sexual Harassment (SH)

  • Coordinate with DHR and other stakeholders
  • Discuss and commence development of module/s on the Prevention of SH and other campaigns and activities

6 deliverables:

  1. Reviewed and improved training decks and completed ToT and capacity building activities

  1. Deliver at least 1 coaching or training sessions for ECCs; Facilitate knowledge sharing among ECCs

Module on Ethical Leadership

  • Conduct 3 training sessions for managers on Ethical leadership

4 deliverables:

1) Co-deliver approximately 4 specialized training sessions, with focus around the Ethics Month; (Participate in 1 additional in-person mission during the year. Details TBD); Support organizing and conducting an all-staff Ethics Month Webinar and other activities; Support developing training and outreach and other relevant communication materials, assets, tools to be used for the Ethics Month

2) Deliver 4 coaching or training sessions for ECCs, with focus on supporting the Ethics Month activities

 

3) Adjust and improve the module as necessary; Assist in delivery of the capacity building sessions on prevention of sexual harassment

4) Deliver 3 training sessions for managers on Ethical Leadership (or as required as part of the Global Managers Support Program)

*Based on the discussion with the consultant, there may be minor adjustment to the frequency of some deliverables based on the organizational priorities.

To qualify as an advocate for every child you will have…

  • Second degree in education (learning), social sciences, ethics, compliance, administration or related field.*A first-level university degree in a relevant field combined with ten years of professional experience may be accepted in lieu of an advanced university degree.
  • At least 8 years of professional and relevant experience in raising awareness in ethics and integrity, or education and training, preferably in developing learning materials and conducting virtual and in-person training, is required.
  • Good command of digital technology and IT skills needed to develop learning materials and deliver virtual training are required.
  • Understanding and experience working with the UN, UNICEF, international organizations, or with an international audience in different time zones, in the area of raising awareness and capacity building on ethics and integrity or related field, is preferred.
  • Substantive understanding and work experience in ethics, integrity, compliance, or related topics is preferred.
  • Excellent written and verbal communication skills in English, with strong interpersonal and presentation skills, are required.  Fluency in other UNICEF languages (French, Arabic, Spanish) is an asset.
  • Knowledge and familiarity with developing multi-media materials is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
