Overview

1. Overview
USAID Tubeho is a five-year project (August 3rd, 2023-August 2nd, 2028) implemented by a consortium of eight local and international organizations led by Jhpiego in 20 districts across the country. The project builds on USAID investments to promote access to, availability, and delivery of evidence-based, quality, and respectful Maternal, Newborn, Child, and Adolescent Health/Family Planning/Reproductive Health/Malaria services in alignment with national priorities and global standards and strengthen the ability of the entire health sector in Rwanda to respond to emerging global health threats. The project works to address shortages of skilled Human Resource for Health, decentralizing healthcare services and evidence generation and promotion of data use for scaling up of innovative interventions.
The USAID Tubeho project is partnering with the Ministry of Health to enhance national IPC practices and strengthen epidemic preparedness. This collaboration focuses on reviewing and updating national IPC guidelines, standard operating procedures (SoPs), and training materials. Additionally, it includes revising patient registry to incorporate components for early detection of epidemics/ outbreaks. The consultancy will involve a comprehensive review of these documents to improve IPC practices, thereby elevating the quality of health services and bolstering the country’s capabilities in epidemic prevention, detection, and response.

Responsibilities

2. The consultant will be responsible for completing the following tasks:
Under the guidance of the MoH, and Jhpiego US based STTA Providers and direct collaboration with the
Senior GHS Advisor:
• Conduct a desk review to identify areas to be reviewed.
• Conduct a review and update the patient registry that will be used in health facilities.
• Review and update National IPC Guidelines, SOPs and Training Materials utilized across health facilities.
• Moderate a Technical Working Group (TWG) session to discuss all modifications made with relevant stakeholders possessing expertise in these areas.
• Make the final report at the end of the activity.

3. Deliverables and period of performance:
This consultancy work will require a total of 20 days period between 24th June and 31st July 24. The consultant should be available throughout the entire period of the consultancy and will deliver the above deliverables. All deliverables need to be developed in consultation with and validated by MoH and Jhpiego team.
At the end of the activity, we expect to have:
• An updated patient’s registry that will be used in health facilities.
• Reviewed National IPC Guideline document.
• Reviewed National IPC Standards Operating procedures document.
• Reviewed National IPC Training Materials.
o Tools that will comply with the standards for final approval

Required Qualifications

Desired competencies, technical background and experience
• Master’s degree in public health, Epidemiology, Infectious Diseases, or related field is required. 
• Minimum of 5 years of experience in healthcare quality improvement or infection prevention and control.
• Document writing, proof reading and guidelines development experience for at least three years.
• In-depth knowledge of patient registries and IPC guidelines.
• Familiarity with regulatory standards and best practices in IPC.
• A diploma or certificate in Infection prevention and control preferred.
• Experience in facilitating technical working group meetings.
• Fluency in English, Kinyarwanda and French
• References will be required.
