2) Operational policy considerations and key messages around donor conditionalities and principled humanitarian action;
3) Operational policy considerations and key messages around screening/vetting of beneficiaries, partners, civil servants, and board members in humanitarian settings.

Purpose of Activity/Assignment:
To research and write applied policy briefs for UNICEF field practitioners on three identified humanitarian policy issues in complex and high threat environments.
This consultancy will contribute to the EMOPS Humanitarian Policy Section’s ongoing and continuing policy advice and guidance to Country Offices, including UNICEF senior leadership and practitioners on the ground, on three priority topics:
1) Operational policy considerations and key messages around sanctions, counterterrorism, and the implementation of UNSCR 2664;
2) Operational policy considerations and key messages around donor conditionalities and principled humanitarian action;
3) Operational policy considerations and key messages around screening/vetting of beneficiaries, partners, civil servants, and board members, in humanitarian settings.
Scope of Work:
The main role of the selected consultant will be to draft, finalize after consultation, and present (to identified internal audiences relevant to the humanitarian policy topic) the three applied policy papers mentioned above. This consultancy is expected to result in three written products of a maximum 5-10 pages each, complemented by an executive summary of maximum 2 pages each. The policy briefs are not aimed to be an extensive study or literature review, but rather succinct policy/dissemination products, in accessible language and terminologies, that bring together need-to-know information for key UNICEF staff and partners encountering the respective humanitarian policy issues in relevant UNICEF operations. The policy briefs may also inform UNICEF’s contributions to relevant UN inter-agency processes and advocacy initiatives.
To be taken into account in the consultant’s proposal are: in preparation of each policy brief, a literature review (of largely external sources to be identified by the consultant as part of the consultancy); as required, a selected number of Key Informant (KI) interviews with relevant colleagues from UNICEF HQ, ROs and COs, and where necessary UN and NGO partners at the global level (all facilitated by HPS but conducted by the consultant); and in-depth discussion with members of HPS (Complex and High Threat Environments, Protection/Advocacy, HPS chief).
The consultant is expected to work in close cooperation with relevant UNICEF EMOPS/ HPS colleagues. It is requested that the consultant provide solid first drafts, as per the timetable/workflow, for review by HPS and consultation as needed with relevant internal and external colleagues. The consultant will finalize all three policy notes based on internal/external feedback and prepare short presentations on each of the policy briefs/topics, for first-time delivery by the consultant, in close cooperation with HPS, to the appropriate internal UNICEF audience for discussion and dissemination.
The three applied policy briefs will feed into EMOPS Humanitarian Policy Section’s ongoing and continuing policy advice and guidance on these topics and will be integrated as appropriate in the UNICEF humanitarian policy capacity building and strategy development initiatives. Moreover, the briefs will also be integrated into humanitarian policy dissemination efforts within the organization and its partners and will be able to guide HQ, RO, and CO advocacy related efforts.

To qualify as an advocate for every child, you will have…
- An advanced university degree (Master’s or higher) in international relations, international law, political science, humanities, humanitarian affairs, international development, humanitarian action, social sciences, or others related field.
- A minimum of 8 years experience working on humanitarian affairs and emergency contexts, from both a policy and practitioner’s perspective, including in complex and high-threat environments.
- Strong analytical and communication skills with demonstrated experience in writing policy briefs.
- Required experience in working in principled humanitarian action (UNICEF and/or UN experience is an advantage).
- A thorough understanding of the humanitarian normative framework and its practical application in humanitarian operations and humanitarian policy issues is required.
- Fluent/excellent English writing, reading, and speaking skills. Working level of French is an advantage.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
