About DRC

The DRC EAGL country and regional teams have gained significant experience, establishing itself as a key agency in implementing programs spanning the humanitarian, development, and peacebuilding space within the borderlands. With this wealth of expertise, the EAGL Regional Office aims to conduct a symposium to showcase these accomplishments and insights.

The symposium will kick off with an internal/learning session specific to DRC in July, followed by an external phase in Q4 involving partners and organizations, with a central emphasis on the exchange of insights and lessons learned. The event will conclude with a dedicated session for donors and policymakers.

Through a facilitation process the consultant will bring together DRC staff and partners to interrogate data collected on implementation and research in the borderlands. The proposed methodology will highlight lessons across different projects and highlight the DRC approach and best practices.

The objective of the consultancy

The main objective of this is to facilitate internal event and draft knowledge products: Specifically, the consultant will:

a) Review collected qualitative data and desk research on collected lessons gathered across the region, review previously drafted DDG approach on Border Security Management approach, borderlands concept document, and other project documents such as technical briefs, evaluation reports, and assessments. Conduct KII’s if needed with relevant staff.

b) Co-design and facilitate an internal learning event for 2 days with key staff in the region.

c) Develop two learning products

Expected deliverables

  1. Facilitation of 2-day learning event
  2. Development of DRC internal lessons note on approach 10 pages max
  3. Develop external technical brief on borderlands programming 3 pages max

Qualifications

·Master’s degree in international relations, development, anthropology, political science, or economics

·Minimum 10 years of proven experience in conducting facilitation and reviewing similar analyses.

·Strong knowledge of the region and the socio-economic and political dynamics affecting it; more specifically on borderlands communities and implementing programs in borderlands

·Strong analytical and writing skills with proven experience in producing high-quality research with the ability to present complex information in a simple and accessible manner

·Fluency in written and spoken English

Duration of assignment

The total expected duration to complete the assignment will be no more than 12 consultancy days starting date will be jointly discussed with the selected consultant(s).

The write shop consultancy is expected to take 12 working days out of which:

July – 5 days will be considered for preparation/desk review, 2 days facilitation of lessons learned event and 5 days to draft knowledge products.

Location

The consultant may work remotely but will be required to travel to location; Nairobi – Kenya for the 2-day workshop/learning event. DRC will be covering the travel & accommodation costs if needed.

Technical Supervision

The consultant will report and work with the Regional Borderlands Specialist.

Interested applicants who meet the required profile are invited to submit their bids which should be inclusive of:

· CV of prospective individual consultant and/or team with details of qualifications and experience

· Financial proposal with budget breakdown. The consultancy fee should be quoted in USD and should account for 20% withholding tax for non-residents and 5% withholding tax for Kenya residents

· Contacts/References of three organizations that have recently contracted the applicant to carry out similar assignment

. Duly filled, signed & stamped Supplier Profile & Registration Form, Supplier Code of Conduct & General Conditions of Contract, Supplier References attached as Annex B, C, D & E.

When Bids are emailed, the following conditions shall be complied with:

  • Bid documents required, shall be included as an attachment to the email in PDF, JPEG, TIF format, or the same type of files provided as a ZIP file. Documents in MS Word or excel formats, will result in the bid being disqualified.
  • Email attachments shall not exceed 4MB; otherwise, the bidder shall send his bid in multiple emails.
