Result of Service
With this consultancy, OCHA aims to have the required optimal distribution of labor across the different roles that perform oversight and compliance for CBPFs. The consultancy will also aid the professionalization of the various roles, and a credible basis for negotiating value-added risk sharing agreements with its back donors. The consultancy will have two main milestones: – Milestone 1 – Preparation and delivery of regional compliance capacity analysis and recommendations for implementation – Milestone 2 – Development of initial risk sharing concept within CBPFs based on OCU workshops and other discussions. This milestone will include delivery of a report, based on internal data and interviews as needed, with presentations to OCHA staff as required and outreach to donors as directed.

Duties and Responsibilities
With this consultancy, OCHA aims to have an optimal distribution of labor across the different roles that perform oversight and compliance for CBPFs, and a set of tools that can be used to transfer knowledge across these functions, institutionalize the role and tasks of Compliance Officers in the field, and ensure the same standards and processes are in use across CBPFs. The primary objective of the consultancy is to contribute to the improved impact of the CBPF’s risk management approach on funds ability to deliver effective assistance. The work towards this goal involves responsibilities in two inter-linked areas: 1. Providing support to initiatives to refocus, restructure and resource compliance capacities at HQ, regional and fund levels. 2. Providing support to analysis and advocacy initiatives to increase risk sharing between CBPFs and their donors at the global level. Under the supervision of the Head of the Oversight and Compliance Unit, the consultant will perform the following duties: 1. Prepare and present relevant materials to enable management decisions around the restructuring and resourcing of the CBPF compliance regime capacities, including: – Analyzing TORs, workloads, and basing arrangements to make recommendations on optimal requirements and allocations of compliance capacities across the CBPF architecture. – Preparing and presenting relevant analysis to management to enable discussion and decisions on relevant issues as required. – Providing analysis and recommendations relevant to the preparation and planning for implementation of relevant agreed changes to the compliance structure. 2. Facilitate dialogue, and analyze and aggregate data to support CBPF advocacy on risk sharing with relevant donors and IPs, including but not limited to: – Preparing speaking points, presentations, and other materials to support CBPF internal and external agenda. – Analyzing and aggregating internal data to present salient findings regarding risk sharing issues – Supporting OCU in its advocacy towards bilateral donors as required.
Qualifications/special skills
Advanced university degree (Master’s degree or equivalent) in political science, social science, public administration, international studies, economics, engineering, earth sciences or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Fifteen years of relevant experience in humanitarian assistance and development practice, in particular in project, operations and grant contract management is required, with demonstrated understanding of risk management, fraud, SEA and/or misconduct response in the context of humanitarian financing is required. Solid understanding of the humanitarian financing architecture, and the role of the OCHA-managed pooled funds therein, is required. Strong analytic and writing skills is required. Relevant working experience with the UN or NGOs is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required.
