1.0 Background
IntraHealth International seeks a qualified consultant to undertake a readiness assessment and develop a strategy/plan for the introduction of Advance Practice Nursing (APN) in Kenya, under the Global Health Workforce Programme (GWHP) funded by the Foreign, Commonwealth and Development Office (FCDO), Department of Health and Social Care through Tropical Health and Education Fund (THET). This 12-month (February 2024 – January 2025) aims to address a central challenge of sustainable advance practice nursing (APN) introduction in both Kenya, through training and upskilling of nursing educators, helping to establish a high-quality training platform equipped to train leaders in advanced clinical leadership and practice. The project will be implemented by IntraHealth International, Ghana Nurses and Midwives Council, Nursing Council of Kenya and Ideal Health Organisation in collaboration with the Ministry of Health (MOH) and the Council of Governors (COG), Medical Training Institutions, Schools of Nursing and other stakeholders. The project goal is to assess readiness for advanced practice nursing and develop implementation plan with clear recommendations for the establishment of specialist and advanced practice nursing roles in Kenya. Key activities include: 1) developing an APN readiness tool and undertaking a situational analysis including stakeholder consultation, mapping of APNs, nurse educators, and training institutions; 2) production and dissemination of a report on the state of preparedness for introducing APN roles in Kenya and project plan/strategy; 3) supporting bi-directional learning (Ghana & Kenya) for knowledge exchange about APN roles; and 4) development of capacity of nurse educators/faculty for APN specialist training. The anticipated project outcomes include: 1) improving health workforce leadership capacity aligned with health workforce strategies; 2) policymakers and practitioners engaged in learning about APN role implementation; and 3) improving the number and quality of training opportunities for APNs.
2.0 Responsibilities of the consultant
The consultant will be expected to work in close consultation with the GHWP Technical Manager, IntraHealth Country Director, and the consultant – APN Mobilization & Engagement to undertake the tasks towards the deliverables below. The Consultant will work on day-to-day basis with and report to the GHWP Technical Manager.
3.0 Deliverables
The final products of this consultancy are:
- Readiness assessment report – state of preparedness for introducing APN roles in Kenya.
- Mapping report on APN nurses, educators and training institutions.
- Strategy/plan for introducing APN roles in Kenya.
4.0 Location of assignment:
Kenya
5.0 Travel
The assignment may require travel within Kenya. The project will facilitate consultant travel arrangements in accordance with organizational policy.
6.0 Period of Performance and daily rate
The consultancy is estimated to be completed in 40 working days at an agreed daily rate to be agreed upon.
7.0 Specific qualifications and requirements of Consultancy:
- Advance degree (PhD preferred) in a health area.
- Diploma/ higher diploma/ degree in nursing and relevant clinical area.
- Knowledge of medical education in Kenya especially requirements for nurse education, training, and employment.
- Over 15 years professional experience in Kenya’s health sector.
- Prior experience in development of assessment tools and undertaking assessments.
- Prior work experience in health system strengthening (HSS)/human resources for health (HRH)/health financing policy formulation and implementation, pre-service and in-service training of health workers.
- Demonstrated experience in working with senior government officials at national and county level, development partners, private/faith-based sector and other stakeholders in health system strengthening including working on donor funded projects/ assignments
- Demonstrated ability to develop a strategy/ plan including for advocacy
- Ability to work with minimal supervision.
- High level written and oral communications skills including good report writing skills.
- Must be result-oriented, a team player, exhibiting high levels of enthusiasm, tact, diplomacy, and integrity.
- Demonstrate excellent interpersonal and networking skills.
- Skills in facilitation of stakeholder engagements/workshops.
