BACKGROUND AND PURPOSE OF THE ASSIGNMENT

Given the challenging situation in which the CREWS project is being implemented, it is of utmost importance to have a comprehensive understanding of the circumstances and to retain committed local staff for the project. In light of this context, CREWS Haiti is seeking to hire a consultant who can provide support in implementing specific project activities, assist the Hydrometeorological Unit of Haiti (UHM), and act as the in-country focal point for the project team. Furthermore, there is an ongoing need to maintain and strengthen relationships with key stakeholders of UHM, such as the Direction Générale de la Protection Civile (DGPC) and the Coordination Nationale de la Sécurité Alimentaire (CNSA), to better understand and address the user needs for weather information provided by the UHM.

The consultant will provide support UHM to strengthen its coordination with key stakeholders (CGPC, CNSA, etc.) and will ensure that deliverables of the CREWS Haiti project contribute to the operationalization of the National Strategic Plan. He/She will additionally ensure alignment of activities implemented under CREWS Haiti with other initiatives, projects and programmes ongoing in Haiti. Concretely, the consultant will undertake the following tasks:

a) In strong collaboration with UNDP Haiti and UHM, organize eight workshops for four Haitian departments on use, interpretation, and identification of gaps with regards to hydrometeorological information in Disaster Risk Management and Agriculture. This includes the identification of best practices and lessons learned;

b) In strong collaboration with UNDP and UHM, organize three trainings on basic maintenance of Hydrometeorological monitoring equipment for the Civil Protection Volunteers and Team of the Agricultural Communal Station;

c) Finalize, after WMO comments and comments from the Cabinet of the Ministry of Agriculture, the DRAFT Memorandum of Understanding between UHM and CNSA;

d) Provide support to the organization of at least three capacity building initiatives – e.g. hiring translators, developing training reports, inviting participants etc.;

e) Provide general support and coordination for UHM within the framework of the CREWS-Haiti project. This includes, but is not limited to ensuring alignment with the WB PGRAC project, coordination with key stakeholders and support in organizing project related events and trainings.

QUALIFICATIONS
Education
Degree in meteorology, earth science, environment science, international relations, or related discipline.
Experience
1. Proven experience in managing initiatives with regards to strengthening early warning systems, disaster reduction, or related fields;

2. Proven experience in conducting multi-stakeholder consultations, discussions and meetings, and with different level stakeholders;

3. Proven and long experience working in Haiti and with Haitian stakeholders involved in Early Warning Systems value chain.

Other requirements
1. Ability to analyze complex information;

2. Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;

3. An action-oriented approach and strong drive for results;

4. Demonstrates strong negotiation, facilitation and communication skills;

5. Ability to work with multiple stakeholders across a range of disciplines;

6. Excellent local knowledge;

7. Excellent relationships with relevant local stakeholders.

Languages
1. Excellent knowledge of English and French (both oral and written).

2. Fluency in Haitian creole strongly desired.
