BACKGROUND

Purpose of Activity/ Assignment:

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. Situated in the Learning Passport (LP) team in the Education Section, Programme Group, UNICEF Headquarters, and under the supervision and guidance of the LP Partnerships and Resource Mobilization Lead, the purpose of this consultancy is to support the overall management of existing partners and the identification of new prospects to build a funding pipeline.

Scope of Work:

The consultant will be responsible for executing the LP Resource Mobilization and Marketing strategy with a focus on five key elements:

Pipeline development: leading research on potential and existing partners to determine fit and approach, supporting the development of an engagement strategy, and engaging with key fundraising teams to support engagement with National Committees.

1.   Creation and support updating key assets and materials: Leading development of fundraising and engagement assets to support donor/partner/prospect engagement including, but not limited to, proposals and presentations.

2.   Lead reporting for Learning Passport, including standard reporting: 6 month and annual LP reports and bespoke for key partners. This includes coordinating with country offices, regional leads, the global coordinator, and other key stakeholders to gather and consolidate information to meet reporting requirements. This also includes drafting and finalizing reporting to share with National Committees.

3.   Communication and Marketing: Leading coordination with key marketing and communications/audience teams, with a key focus on Private Fundraising and Partnerships (PFP), to support the integration of LP into key campaigns, marketing activities, and events. This also includes supporting content gathering trips and engagement with country offices to support organization and dissemination of assets to key stakeholders.

4.   Support for the Resource Mobilization strategy: Helping to develop and implement programme tiers and benefits and supporting priority LP countries/regions to strengthen local resource mobilization efforts, with a key focus on countries impacted by emergencies.

Terms of Reference / Key Deliverables:

This also includes supporting content gathering trips and engagement with country offices to secure and manage existing communication assets.

– Support for the Resource Mobilization strategy: helping to develop and implement programme tiers and benefits and supporting priority LP countries/regions to strengthen local resource mobilization efforts, with a key focus on countries impacted by emergencies. 

Travel: At least two NatCom visits, one programme visit (comms focus), one LP team retreat (TBD), and two visits to NYC (if not NYC based)

Qualifications

Education:

  • An advanced university degree (Master’s degree) in international relations or another related field, including but not limited to the following fields: political science, health, education, economics or international business, business administration or international development.

In lieu of an advanced university degree, a bachelor’s degree and an additional 2 years of work experience will be considered.

Work experience:

•     Five years professional experience, with expertise in developing partnerships, planning and coordinating resource mobilization, and fundraising strategies.

•     Strong analytical skills and strategic planning experience, especially in the area of financial planning.

•     The ability to work independently and meet deadlines.

•     Familiarity with the work of UNICEF’s Private Sector Fundraising (PSFR) section, resource mobilization infrastructure (particularly the National Committees and relevant units of PFP and PPD), and financial systems and investment funds process would be an asset.

•     Experience building and managing large-scale partnerships with private and public sector entities – companies, foundations, governments – building social impact partnerships for development, UN or other public sector organizations is required.

•     Prior contacts and demonstrated experience supporting partnerships and/or resource mobilization within the United Nations system or with civil society organizations is an asset.

•     Ability to implement clear goals that are consistent with agreed strategies, identify priority activities and assignments, and adjust priorities as required.

•     Diplomatic communication and negotiation skills to establish and maintain trusted partnerships for achievement of objectives, and the ability to develop close and effective working relationships with diverse stakeholders.

•     Authoritative knowledge of practices in partnership development and resource mobilization.

•     Demonstrated ability to formulate new approaches in resource management and outreach-related activities.

•     Excellent verbal and written communication skills.

    • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
