Background

The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, operating in over 40 countries to provide rights-based assistance to refugees, asylum seekers, internally displaced persons, returnees, and migrants. Since 2019, DRC has been implementing a humanitarian program in response to the emergencies of mixed Venezuelan migrants and victims of internal conflict in Colombia.

The Mixed Migration Centre (MMC) is a global network dedicated to data collection, research, analysis, and the development of policies and programs on mixed migration. MMC has regional offices located within the regional offices of the Danish Refugee Council (DRC) in Africa, Asia and the Pacific, Europe, and Latin America, as well as a coordination team based in Geneva and Brussels. MMC is a leading source of high-quality data, research, and analysis. Its goal is to contribute to the improvement of knowledge about mixed migration, positively influence global and regional migration policies, provide evidence-based protection responses for people on the move, and stimulate reflection in public and political debates on mixed migration.

MMC’s Quarterly Mixed Migration Update (QMMU)

The QMMUs offer a quarterly update on new trends and dynamics related to mixed migration and relevant policy developments in the region. These updates are published every three months and are based on a compilation of a wide range of secondary (data) sources, brought together within a regional framework and applying a mixed migration analytical lens. General Objective of the Consultancy

  • To gather secondary data and write three QMMU reports for the period between April and June 2024 (Q2), July and September (Q3), and October and January 2024 (Q4), for the LAC region.

Consultancy Duties and Responsibilities

The consultant will consider the following tasks and considerations for the QMMUs:

    • The QMMUs should be in line with the overall style, content, focus and language of the previous QMMUs for LAC and other regions.
    • The focus is on Venezuelan movements, mixed migration movements towards Mexico and the US (mainly nationals of the Northern Triangle of Central America, as well as migrants coming from African countries, Haiti and Cuba) and mixed migration movements to South-America. This can be extended to include another mixed migration movement that might turn out to be relevant.
    • The main country sections to discuss should be Colombia, Ecuador, Peru, Chile, Uruguay, Brazil, Guatemala, Mexico and the United-States.
    • The document should be focused on mixed migration trends and dynamics using a route-based approach and follow the sections of the last published QMMU (see above link for MMC LAC QMMU for the last quarter of 2023).
    • The report’s last section will present a “thematic focus” to highlight/develop a specific and relevant topic.
  • The reports should be developed using a wide range of resources, including but not limited to:
    • Migrant & refugee arrivals statistics (Panama, Honduras, Mexico, United-States);
    • Relevant publications by other agencies on any of these countries (UNHCR, IOM, DTM, IOM Flow monitoring, NGOs, etc.);
    • Documents outlining relevant mixed migration policy developments (EU documents, national policies, policy statements by other agencies);
    • Relevant situation reports;
    • Relevant media articles, on new trends and developments.

Entregables:

The consultant agrees to deliver the following outputs as part of each assignment:

I. The narrative report for the QMMUs should be approximately 18 pages (with a leeway of one to two pages in either direction).

II. The deliverable should include the use of the map and statistics to apply to the map

III. A half to one-page summary of ‘Key Updates’

IV. One thematic focus (2 to 5 pages).

V. Three to five articles to list for the ‘Highlighted new Research and Reports’ section.

Duration and Location of the assignment

This is a home-based consultancy, and no travel is foreseen.

The final version of the QMMUs should be delivered before (see table):

Minimum technical requirement of the consultant:

The desired skills for the consultant are:

  • A degree in Law, Social Sciences, Forced Migration or any other related area of study
  • Demonstrable experience on matters relating to (mixed) migration locally, regionally and globally.
  • A strong and proven background (e.g. through prior publications), knowledge and understanding of mixed migration dynamics in Latin America and the Caribbean.
  • Proven research skills and experience in the area of forced migration and/or mixed migration.
  • Good understanding of legal and policy frameworks relating to migration in the region.
  • Excellent analytical and reporting skills.
  • Fluency in written and spoken English.
  • Advanced reading skills in Spanish.

The consultant is obliged to abide by DRC’s code of conduct.

Procedures for submission of quotation

Interested consultants shall submit the following items in response to this Request for Quotation:

  • CV
  • Sample of writing such as a previously published article
  • Technical offer
  • Financial offer, valid for the production of QMMU.
  • The final result of this quotation will be a Purchase Agreement to require directly to the consultant the mentioned report at the quoted price.

Proposal evaluation

For the award of this agreement, DRC has established evaluation criteria which govern the selection of offers received. Evaluation is made on a technical and financial basis. The percentage assigned to each component is determined in advance as follows:

The technical offer will be evaluated using, inter alia, the following criteria, and points will be allocated in the scale from 1 to 5 for each of the criteria stipulated below, whereas the weighting is as follows:

All bidders must obtain an average score of at least three for the total technical scoring, in order to proceed to the financial evaluation. The financial offer will then be weighed against the technical offer.

The financial offer should include both the daily and total consultancy fees for each QMMU report produced.

Confidentiality

All information presented, obtained and produced is to be treated as DRC’s property and is considered as confidential for all other purposes than what is outlined in the ToR.

Selected consultant is upon signing of the contract required to sign a confidentiality agreement. The material prepared by the consultant cannot be sold, used or reproduced in any manner (partially or in full) by the consultant without prior permission from DRC.
