Overview
Under the framework of the “Returning with Hope” project, the Al-Tadhamun Recovery Center supports returnees from Northeast Syria and the host community in Heet and Ramadi. Given the scarcity of specialized psychiatric services in these remote areas, Primary Health Care Centers (PHCC’s) bear the primary burden of care.
We are seeking a Clinical MHPSS Consultant to empower PHCC staff (counselors and social workers) to deliver evidence-based, Low-Intensity Psychological Interventions. The goal is to enable frontline staff to conduct accurate assessments, manage mild-to-moderate cases locally, and identify high-risk cases requiring specialized referral.
Scope of Work
The consultant will be responsible for the full lifecycle of the technical intervention:
- Phase 1: Clinical Manual Development
- Develop a comprehensive “Clinical Practice Guide for PHCCs” (to be distributed in Anbar). This must include:
- Assessment Tools: Triage forms, Risk Assessment scales, and Case Study templates.
- Intervention Protocols: Step-by-step guides for individual and group sessions.
- Referral Maps: Clear clinical criteria for escalating cases to specialized psychiatry (Axis III).
- Phase 2: Capacity Building
- Design a high-level training toolkit (Clinical vignettes, Role-play scenarios, PPTs).
- Facilitate a 4-day intensive training in Duhok (Jan 18–21, 2026).
- Phase 3: Evaluation & Reporting
- Conduct Pre/Post-test analysis to measure the skills gap.
- Submit a final report with technical recommendations for service quality improvement in each center.
- Technical Syllabus Requirements
The manual and training curriculum must rigorously cover the following clinical pillars:
- Pillar 1: Assessment & Triage: Conducting intake interviews, building therapeutic alliances, and using standard screening tools for Depression, Anxiety, and PTSD. Critical Focus: Suicide Risk Assessment and emergency intervention protocols.
- Pillar 2: Low-Intensity Interventions:
- Problem Management Plus (PM+): Strategies for stress management and behavioral activation (WHO methodology).
- CBT Basics: Challenging negative thoughts and using behavioral activity logs.
- Regulation: Relaxation techniques for acute anxiety.
- Pillar 3: Trauma-Informed Care: Understanding Complex Trauma in returnees, handling Flashbacks/Dissociation via “Grounding” techniques, and cultural sensitivity.
- Pillar 4: Counseling Skills: Advanced empathy, active listening, setting boundaries, and problem-solving techniques.
- Pillar 5: Staff Well-being: Prevention of Vicarious Trauma and Compassion Fatigue among health workers.
