Terms of Reference (ToR) Training of Trainers-DNH, CONFLICT SENSITIVITY

1.0. Introduction: Islamic Relief Somalia is an International Humanitarian Organization working in Somalia since 2006, providing humanitarian assistance to communities affected by conflict, natural disasters, and climate shocks. IR Somalia’s humanitarian emergency and development projects are carried out in the South-Central, Somaliland and Puntland regions. The humanitarian operations are needs based, delivered according to core humanitarian standards, and well-coordinated with the Somalia cluster structures, and are aligned with the Somalia Humanitarian Response Plans (HRPs).

2.0. The task Islamic Relief works mainly in the remotest location and villages within the country where access in most cases is very difficult, very hard to reach and where complex emergencies is happening. Our front-line team of project officers who themselves are mainly from the local community delivers our projects and intervention. This provides one key strength in addressing project related issues using locally available mechanism. As resources provided and projects are impartially delivered as per the CHS commitment, country HRP, Humanitarian guidelines, our mission and vision and the country strategy, our aid and responses interact with the context and impact this context. The interaction is all positive but, However, in some instances, negative. Such unintended negative impacts need to be addressed so that we fully deliver on our commitment and provide services as per the mission and vision to the very needy. Our team who are in the field is the target audience for this training. They will be trained on how to identify various risk, dividers, connectors and how to deal with each of those factors without compromising the qualities of the deliverables. So that they deliver through a DNH lens. This training is purely developed to equip our team with sufficient knowledge on the DNH and conflict sensitivity approaches. We anticipate that the training will • Enable them to understand what a DNH approach is and how to utilize them • Be in a position to utilize and personalize the understanding of the DNH in their work • Be able to deliver training to staff and community members as champion and TOT • Be in a position to define, analyze the impact of aid in a context and its relation to the projects and community dynamics • Use critical factors such as dividers, connectors and interest groups links when delivering aid and ensuring that our project do not make such dynamics within the community cause tension.

3.0. Scope of the work The primary scope of this ToT program is to build the capacity of Islamic Relief Somalia staff and other local stakeholders in applying Do No Harm and Conflict Sensitivity principles in their humanitarian work. This will help in ensuring that their programs are more effective and sustainable, fostering a positive impact on the communities we serve. The training shall focus on DNH-Conflict sensitivity with central theme equipping IR team with key tenets of Trainers and champion for delivering and executing on DNH approaches.

4.0. Need for consultants in the project and issues to be resolved The consultant(s) are required to develop training modules on specific areas identified under these terms of reference with focus on DNH &Conflict sensitivity and with key deliverables being a trained and established in-house TOT champions. The consultancy will provide relevant, up to date and high-quality training materials and provide the Training of Trainers (TOTs), that is the training of those who will in turn train our staff and community stakeholders including community groups, Imams, cooperatives, project committees and other stakeholders supported through our projects. The availability of training materials will make it possible to train a pool of trainers and hence build the capacity of IRS team and the project-based community stakeholders. The consultant should be very conversant with all contents and specialist knowledge on DNH in aid delivery. Interested consultant or firm should consider submitting a detailed understanding of this TOR, the methodology to be used, detailed work plan and budget breakdown. The proposal should articulate various ways and approaches upon which the training and the whole approach will be delivered. The training timeline should be 12days (inclusive of field level engagement incase security permits).

5.0. Expected Outcomes • By the end of the training, participants will have a thorough understanding of DNH and Conflict Sensitivity approaches and will be equipped with the tools and techniques to apply these principles in their work. • They will also be prepared to train other staff and stakeholders, ensuring the widespread adoption of these critical approaches across their programs and projects • They will be able to do a conflict/context analysis about their project areas/location, link it to their projects, and draw an interaction map between the two, devise how to deal with both connectors and dividers in the project context • Ability to use the Lessons from the context analysis for project improvement, development of local peace initiative • Ability to detect any unintended consequences due to interaction between our projects and the context; and how the available resources can be used for community conflict resolutions, peacebuilding and sustainable livelihoods. • Be a proficient and skilled TOT champion

6.0. Submission The consultant should provide in detailed various sub-topics (part of training plans) under the above theme and how each will be executed. The consultant should also explain in his/her application how they plan to deliver, practical class sessions and field level visits and interaction with the community members from a selected project that IR is implementing, he /she can deliver each and every topic. Training venue/Location • Mogadishu • November 2024 (exact date to be communicated with the selected firm or consultant)

7.0. Training participants. Teams that consist of project officers, and coordinators shall be key participants of this training, and therefore considered a field team and project decision makers. The consultant is expected to design and deliver the training that suits these groups of field team. 8.0. Financial resources Islamic Relief request the potential and interested consultant/firm to submit a detailed financial proposal. Islamic Relief will facilitate internal logistical movements and security during the course of the assignment. The consultant should submit itemized quotation in the financial application. 9.0. Reports and Schedule of Deliveries Deliverables • Inception report interpreting the TOR and the scope of work adequately. • 5 Draft TOT module for specific sectors as specified in the scope of work (WASH, FSL, Child Welfare & Safeguarding, Seasonal Projects, Women Economic Empowerment). • Final TOT manuals (as per the sectors mentioned), after incorporating comments from all stakeholders involved in the project. • Deliver the training of trainers 10.0. Requirements: For consideration, kindly ensure you meet the criteria below and also submit the following documents alongside your application. a) Minimum master’s degree in conflict management, Peace building, Disaster risk reduction, project management. Special skills in Training of Trainers b) Updated CV and cover letter explaining your strength and expertise in relation to the task provided. c) Detailed and clear interpretation and analysis of the ToR (how the firm will undergo in executing the task) d) Detailed implementation plan e) Drafts Reports and Manuals as per the 9.0 above f) Detailed budget and breakdown of what cost covers (IR will cover in-country logistical arrangements, organize for training venues and other facilitation required)
