In 2019, Jordan started the implementation of its first National Social Protection Strategy (NSPS 2019-2025) under the supervision of the Higher Steering Committee led by the Minister of Social Development (MOSD). The NSPS implementation is supported by the Implementation Support Unit (ISU) based at the MoSD, which reports to the High Steering Committee and works within the Policies and Institutional Development Directorate at MOSD. In addition, the ISU oversees multiple thematic technical committees including members from different governmental agencies, supports the resources mobilization and partnership, coordinates with governmental entities, and undertakes the monitoring and evaluation activities for the NSPS.

The Technical Coordinator will also be responsible for facilitating the process of updating the NSPS for 2026 – 2033, including the organization of preparatory meetings with key stakeholders to identify the way forward, assisting in documenting meeting minutes and outputs, and liaising with the teams responsible for data collection and analysis.

Purpose of Activity/Assignment:
The consultant will provide support to the activities of coordination (with stakeholders, national institutions, and donors) and reporting of the Implementation Support Unit (ISU) established at the Ministry of Social Development of Jordan (MOSD) for the implementation of the National Social Protection Strategy (NSPS).
Scope of Work:
• Assist in coordinating the different structures and actors involved in the implementation of the NSPS 2019-2025.
• Organize meetings for the strategy’s committees including setting up consultations and aid in logistical arrangements.
• Produce research outputs and provide feedback on ongoing research and reports related to the work of the NSPS.
• Facilitate external and internal communication and outreach through the preparation of official letters, Witten communication, strategic notes, policy updates in collaboration with the ISU Director .
• Play active role in the update of the NSPS 2026 – 2033 through liaising between the consulting company and the various committees and working groups as well as international partners through facilitating communication and the data collection process.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
