Objective:
The Objective of the assignment is to support the scaling up of young people skilling and engaging programmes in targeted governorates. Over the next 18 months, the field coordinator will be supporting in:
-Provide support to the field coordination of project activities of the young peoples’ related programmes with implementing partners and partner institutions/consultancy firms.
-Organizing, and facilitating capacity building training with official counterparts, civil society organizations and relevant stakeholders and development partners.
-Monitor the implementation of on-ground implementation of the adolescent development and participation programme activities in collaboration with MoYS and partners.
Methodology:
The Regional Guidance for the Middle East and North Africa (MENA) Programming for and with Adolescents and Youth programme is guided by UNICEF Strategic Framework, which provides the reference and results for UNICEF’s work with adolescents and its contribution to the 2030 SDG agenda. The focus of UNICEF’s response is to enhance access to skills and opportunities for young people for their positive transition from childhood to adulthood, with focus on the most vulnerable.
Against this background, the purpose of this consultancy is to provide field level support to the MoYS/UNICEF and partner NGOs’ joint programme activities including Meshwary, the Civic Education and the Adolescents and Youth (A&Y) Parliaments Programme and the integration of other programmatic intervention as deemed programmatically needed.
ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE:
The consultant is expected to perform the below tasks:
-Organize, and facilitate capacity building training for official counterparts, civil society organizations and relevant stakeholders and development partners.
-Provide support to the field coordination of project activities of the young peoples’ related programmes with implementing partners and partner institutions/consultancy firms.
-Participate in technical coordination meetings with partners (government, civil society, etc.), prepare notes and support the follow up on field implementation of the recommendations.
-Provide support and field coordination with partners and stakeholders in the testing and revision of the M&E tools of the programmes.
-Provide support and technical coordination to the drafting (to reflect the field level inputs) and dissemination of programme related material and visibility items (including events, activities, visibility material, manuals, case studies, as well as video and photo documentation, etc.).
-Support the organization and field coordination for the development of relevant research, studies, etc.
-Support the identification of potential adolescents and youth candidates from UNICEF beneficiaries to enrich the adolescents and youth (A&Y) ambassadors and A&Y parliamentarians’ mechanisms.
-Conduct field visits to assess the training needs of the nominated A&Y ambassadors/parliamentarians and provide recommendations on the capacity building needs.
-Support the identification of success stories and case studies for potential portraying in human interest stories, photo essays, social media posts, etc.
-Provide support through participation and monitoring of the TOT workshops and implementation of activities.
-Provide observations on the field implementation and compile updates on progress, challenges, and recommendations.
-Support the MoYS in following up the capacities and performance of the trainers.
-Support the field testing of the digitalized models of the skills development manuals and summarize feedback and recommendations from the field.
-Develop presentations on progress on youth volunteerism activities under MOYS and different NGOs’ partnerships.
-Support the identification of potential young people candidates from ‘Meshwary’ graduates, in coordination with the career guidance centres, the skills development trainers and NGO partners, for potential internship and private sector training opportunities provided by PSP section.

Conditions of work:
-The project coordinator will work within the framework of the the Education-Adolescent Development and Participation (ADAP) Programmes. She/ he will report directly to the Adolescent Development Officer and work closely with the —SBC/ ADAP teams. The assignment can entail working cross-sectoral with the different sections in UNICEF, such as the Communication, -Education, Private Sector and Partnerships, and the Child Protection Sections.
-No office arrangements required.
-Consultant for coordination of activities in support of the joint programmes with the MoYS and partners including the private sector.
-Monthly reports with progress, challenges, and recommendations are essential part of the deliverables and request for payments.
-The consultant will be mandated to follow UNICEF codes of conducts.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
