BACKGROUND

Purpose of Activity/Assignment:

UNICEF is required to prepare a report on the follow-up to the outcome of the special session of the General Assembly on children in response to General Assembly resolution S-27/2, which was adopted at the twenty-seventh special session in 2002.

In the latest resolution A/RES/76/147 of the General Assembly, the Assembly requested the Secretary-General to submit the report on a biennial basis as from the seventy-seventh session of the General Assembly to both the General Assembly and the Economic and Social Council, as mandated by General Assembly resolution S-27/2, focusing on children and the Sustainable Development Goals, in the light of the interrelation between the realization of children’s rights and the successful implementation of the Goals.

The Strategic Planning and Corporate Analysis (SPCA) team is seeking additional support to coordinate the preparation and drafting process of the report. Under the direct supervision of the Chief of SPCA in the Division of Data, Analytics, Planning, and Monitoring (DAPM), the consultant is expected to serve as the focal point to coordinate the process throughout March to July 2024 period.

Scope of Work:

UNICEF will draft a report on the follow-up to the outcome of the special session of the General Assembly on children in 2024 with highlights of the steps taken in 2022 and 2023 and gaps in achievement and strategic shifts necessary to improve the situation of children towards a world fit for children. The report will be presented and considered at the seventy-ninth session of the General Assembly and Economic and Social Council 2025 session.

The consultant is expected to serve as the focal point to coordinate the drafting process and to receive inputs from member states and relevant UN entities. Liaise with UNICEF divisions to agree on the timelines and strategic direction and key messages of the report as well as facilitating the internal clearance.

Terms of Reference / Deliverables

  • Organise an initial meeting with relevant UNICEF divisions to agree on the timeline, strategic direction and key messages and produce a final overall timeline with milestone and stakeholders mapped by 8 March 2024
  • Liaise with relevant UNICEF divisions to request inputs from member states, relevant UN entities and civil society and consolidate inputs from various stakeholders into one document by 15 March 2024
  • Coordinate the report drafting process and liaise with relevant UNICEF divisions and thematic focal points and deliver the first draft for review and comment by 26 April 2024
  • Work with the editor to finalise the draft report and share with senior management for internal clearance and deliver the final draft report by 19 July 2024

Qualifications

• Masters degree in Social Science, Public Policy, Economics, Political Science or related field.

• At least 5 years of experience in report drafting and programme coordination in the development field.

• Experience in UN system or equivalent in other international organization is an asset.

• Languages: Ability to write and speak English fluently is required.

Requirements

  • Completed profile in UNICEF’s e-Recruitment system

  • Financial proposal that will include:
  • the costs per each deliverable and the total all-inclusive (lump-sum) fees for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
