Consultant

Project Objective: UNICEF in Iraq works with the overall objective of supporting the Government at national, regional and sub-national levels to strengthen basic social systems and services for vulnerable youth, and contributing to UNICEF Iraq’s Strategic Plan to strengthen the sectoral plan to achieve the Iraq Youth Vision 2030 and youth priorities in the National Development Plan. To this end, UNICEF collaborates with and supports government authorities and works in partnership with other UN agencies and with Riyada Organization for capacity building and community members, including youth through adolescent and youth centers. The expression aims to increase youth capacity and increase interest and ability to implement innovative skills development and youth engagement (10-24 years) that will contribute to youth empowerment and participation opportunities by increasing capacity and opportunities for social, civic and digital participation in government and UNICEF programs and priority areas detailed in the document through the U-Report Clubs project in three governorates (Mosul, Baghdad and Basra).

Consultant will be hired by Riyadah, the consultant is going work in close Ministry of Youth and Sport and relevant DoYS. The consultant is going to leverage the project coordination to leverage project impact. The rationale of hiring consultant is to conduct evidence-generation to establish baslines and support efforts to show impact of the U-Report clubs – this means of demonstration to government to promote impacts of project. Considering the consultation will cover three governorates Baghdad , Basrah and Mosul. 

Tasks:

• The consultant coordinates relations between Riyada Organization and youth and sports centers
• Seeks to improve the training mechanism, follow up on it, and monitor its timetables in terms of measuring the implementation rate
• Communicates directly with the Ministry of Youth and Sports in order to arrange dates for official visits and field visits
• Works on developing Riyada Organization curricula in a manner that suits the organization’s policies
• Works under the supervision of the program coordinator and the organization’s chief manager
• Visits program implementation sites in three governorates: Mosul, Baghdad, and Basra
• Build strong relationships with government partners and clarify the program’s work
• Targeted areas and project objectives
• Communicate with influential figures, community leaders, decision-makers, and official departments according to the project’s needs
• Provide support to youth in the regions to implement initiatives in order to facilitate the coordination process with the responsible authorities according to the needs of youth initiatives and the needs of the program
• Any other tasks assigned by the project coordinator or organization manager
