Building Peace & Security in Iraq (BPSI)

Policy title:

Climate change and its impact on women and unemployment among IDPs

Project Background

BSPI (Building Peace & Security in Iraq) is a project in Anbar, Ninewa, Diyala, Kirkuk, and Salah al-Din to support safe return, promote peaceful, sustainable reintegration into society, and ensure durable solutions for those most impacted by conflict and displacement.

 This will be achieved through ensuring access to justice and equal rights for all and building social cohesion and peaceful co-existence within communities. Using a bottom-up approach, proposed interventions will be implemented at community, civil society, and institutional levels to minimize the many barriers to effective return, reintegration, and rehabilitation.

 Through this project, the capacity of partners, local and central government, civil society, and advocacy groups will be strengthened. Aligned to the priorities and in consultation with UN agencies and INGOs for coordination and deconfliction, this project will reach approximately 41,000 individuals (22,000M, 19,000F), including 39% returnees, 24% IDPs, and 37% host communities. Priority will be given to those most at risk or facing the greatest rights violations, including women, youth, PwDs, minorities, and those with a perceived Daesh affiliation.

Development of a Policy Paper Objective:

To explore how climate change affects women and increases unemployment among internally displaced persons (IDPs) in Iraq. The paper will highlight the challenges these groups face and suggest practical solutions to address the impacts of climate change, support women, and create job opportunities for IDPs.

Roles and Responsibilities:

The Consultant is expected to provide the following Key Responsibilities:

Research:

  • Collect information on how climate change affects women and increases unemployment among IDPs.
  • Use data from reports, studies, and interviews to provide a clear understanding of the issues.

Stakeholder Engagement:

  • Engage with key stakeholders, including government agencies, NGOs, and affected communities, to gather their insights.
  • Organize meetings to ensure their perspectives are included in the analysis.

High-Level Roundtable:

  • conduct a high-level roundtable discussion with project partners.
  • Facilitate meaningful dialogue to refine ideas and ensure alignment among stakeholders.

Recommendations:

  • Develop practical, evidence-based recommendations tailored to the needs of women and IDPs.
  • Ensure that these solutions are inclusive and aligned with both national and international frameworks.

Report Writing:

  • Prepare a detailed policy paper of 10-15 pages, including findings, challenges, and actionable recommendations.
  • Ensure the report is clear, concise, and accessible to a wide audience, including policymakers.

Conference Leadership:

  • Lead the organization’s final conference based on the findings of the policy paper.
  • Present the key insights and recommendations to government officials and stakeholders, ensuring the impact of the policy paper.

 Reporting:

  • Work Plan Submission: Share a detailed work plan, including methods to be used, at the start of the consultancy.
  • First Draft Submission: Submit the first draft of the policy paper within two weeks for review.
  • Feedback Incorporation: Take feedback and comments on the draft, revise accordingly, and address all concerns.
  • Final Draft Submission: Share the finalized policy paper after incorporating all feedback, ensuring it meets the project’s objectives.
  • Provide regular updates on progress and ensure timely delivery of all required outputs.

Time frame:

  • The Policy paper is expected to present the findings and recommendations during the first week of January 2025.

Participants:

  • The participants will be government officials, women-led organizations, and international organizations.

 Location:

The consultancy will focus on the five governorates of Anbar, Ninewa, Diyala, Kirkuk, and Salah al-Din, which are key areas due to their diverse populations, recovery challenges from conflict, and significant vulnerability to climate change.

The Consultant is free to choose 2–3 cities within these governorates to conduct focused research and activities. This flexibility allows the Consultant to select locations that best align with the project’s objectives, considering factors such as:

  • High levels of displacement or unemployment.
  • Significant climate change impacts, such as water scarcity or environmental degradation.

 

 

  1. National or international in the country is desirable.
  2. bachelor’s/master’s degree in Humanities Studies/, women’s rights, Human Rights Studies, climate change, or other related fields.
  3. At least 5 years’ experience working in NGOs.
  4. Familiar with Topics, women’s rights, climate change
  5. Fluent in Arabic – English.
