OVERVIEW OF THE FUNCTIONS OF THE POST

 

Under the overall authority of the Assistant Director-General for Communication and Information, the guidance of the Director for Division for Digital Inclusion and Policies and Digital Transformation and Chief for Digital Policies and Digital Transformation, and under the direct supervision of the Programme Specialist, the Consultant will work towards the achievement of UNESCO’s objective to promote Internet Universality Indicators and the ROAM-X (IUI) framework to implement UNESCO’s 42 C/5 Programme and Budget, related Outputs and Performance Indicators.

 

More specifically, the consultant will support the work of Sector SO4/Outcome 9: Develop ethical standards, norms and frameworks for action to meet the challenges of technologies and digital transformation and the Output “Policy frameworks promoted among Member States for an inclusive digital transformation and Artificial Intelligence (AI) development, fostering multi-stakeholder governance and addressing the digital divide, including between genders”, and support the delivery of Performance Indicator: Number of Member States and stakeholders whose Internet policies and digital ecosystems have been assessed and enhanced by applying the Internet Universality Indicators framework by assisting in  the following tasks:

Long Description

  1. Provide overall support to the promotion and implementation process of the Internet Universality ROAM principles and Indicators at national levels in 35 countries across five continents.
  2. Follow closely and support the implementation of the IUI in five South Pacific Islands (Fiji, Tonga, Tuvalu, Solomon Islands and Vanuatu), support the production of the national and sub-regional reports, as well as pilot follow-up activities.
  3. Support the organization of national validation, and regional cooperation workshops in the South Pacific Islands. 
  4. Support the revision process of the IUI Framework, including the organization of Steering Committee Meetings, and regional consultations, among other relevant activities.
  5. Support UNESCO partners and national stakeholders to conduct the national Internet Universality Indicator assessments, including the follow-up on the implementation of recommendations emanating from the reports.
  6. Support the organization of global, regional and national advocacy events, including IGF and WSIS, and training workshops for the implementation of the Internet Universality Indicators. This includes also the follow-up on the IGF Dynamic Coalition on Internet Universality Indicators.
  7. Manage global quality control mechanisms and review processes established within UNESCO to contribute to the delivery of quality national assessment reports.
  8. Contribute to/ undertake/ review the preparation and editing of project-related documents, including the national assessment reports, translations, publications correspondences, briefings, bidding documents, reports, background papers, speeches, and policy guidelines.
  9. Perform other tasks supporting the workstream, as assigned by the supervisor.

REQUIRED QUALIFICATIONS

 

Education

  • Bachelor’s degree in Mass Communication, or Internet Governance with a focus on Human Rights, or other relevant fields.

 

Work Experience

  • At least 2 years of relevant professional work experience in research, editorial, communication, and/or project management, at national and international level.
  • Experience with reviewing comprehensive country assessment reports, especially in the field of Internet governance.

 

Skills/Competencies

  • Excellent analytical, drafting and editing skills.
  • Excellent communication skills (written and oral) and ability to exchange information on complex issues.
  • Good understanding of Internet Universality workstream and knowledge of human rights and international standards related to Internet governance.
  • Ability to establish and maintain effective working relationships in a multicultural environment with external and internal partners.
  • Excellent organization and planning skills, including the ability to organize own work priorities and deadlines. Discretion and maturity of judgment are required.
  • Solid computer skills including advanced knowledge of office software such as Word and Excel.
  • Proficiency in graphic design software (the consultant will be required to produce visual materials for the promotion of various aspects of work).

 

Languages

  • Excellent knowledge of English or French and good knowledge of the other language.

DESIRABLE QUALIFICATIONS

 

Education

  • Advanced degree (Master’s degree or higher) in International Affairs, or Internet Governance with a focus on Human Rights, or other relevant fields.

 

Work Experience

  • Experience with UNESCO and/or the United Nations system and understanding of their functioning and procedures would be an asset.
  • International work experience in international organizations and managing international and national projects.

 

Skills/Competencies

  • Knowledge and expertise in the thematic areas of digital transformation Internet governance and Internet Universality.

 

Languages

  • Knowledge of Spanish.
  • Knowledge of other official languages of UNESCO (Arabic, Chinese, or Russian).

Part 2: Financial Proposal

  1. A competitive fee for the assignment, which should be quoted in EUR (or USD) and expressed on a monthly basis (with maximum of 2,500 EUR per month) – the overall cost of the assignment, expressed as an overall lump-sum.

Additional Information:

  • The selected candidate will work remotely, but may be invited to join team meetings in person and or work from the office. No travel supported.
  • This Consultant Contract is for a period of 10.5 months.
  • Estimated contract start date is 18 April 2024.
