The Communication & Education Section, UNICEF East Asia and Pacific Regional Office is seeking an individual consultant to plan, draft, and produce innovative communications assets/messages for media dissemination as well as UNICEF EAPRO’s website and social media channels. The Communication & Education Section, UNICEF East Asia and Pacific Regional Office is seeking an individual consultant to plan, draft, and produce innovative communications assets/messages for media dissemination as well as UNICEF EAPRO’s website and social media channels. By empowering parents and caregivers with practical content, the aim was to foster positive parent-child relationships, manage stress, nutrition, immunization, safety and security and support children’s early learning and well-being during situations like COVID.
Work Assignment:
Deliverable 1: Review of existing parenting resources or materials from UNICEF and other external sources conducted and report submitted.
Deliverable schedule: 30 Days after contract started
Deliverable 2: Yearly plan with monthly editorial calendars for the target audience prepared, in collaboration with regional parenting working group
Deliverable schedule: 60 Days after contract started
Deliverable 3: Content (parenting tips/messages, articles, blogs, stories) on gender-responsive parenting from conception through to adolescence for parents and caregivers developed and disseminated through the parenting hub and RO digital channels.
Deliverable schedule: 90 Days after contract started
Deliverable 4: Audience-centric content for parenting and caregiving audiences for at least three advocacy campaigns – immunization, infant and young child feeding, child and maternal physical and mental health, gender and climate change produced and disseminated.
Deliverable schedule: 120 Days after contract started
Deliverable 5: Media briefs and media-centric content (human interest stories, case studies from Country Offices, expert tips videos and articles) produced for at least two key moments, in consultation with Regional Media Specialist.
Deliverable schedule: 150 Days after contract started
Deliverable 6: New platforms on parenting (WhatsApp and Parenting Hub) established for strengthening reach and engagements with parenting and caregiving audiences.
Deliverable schedule: 180 Days after contract started
Deliverable 7: Analysis of social listening insights, performance of previous content, social media monitoring done, and reports submitted on a quarterly basis.
Deliverable schedule: 210 Days after contract started
Deliverable 8: Regular content dissemination ensured on new parenting platforms (WhatsApp and Parenting Hub), in line with the approved yearly content plan.
Deliverable schedule: End of contract
Duration of Contract: 1 June 2024 – 15 May 2025

Minimum Requirements:
A) Education:
• At least a bachelor’s degree in communication or related fields.
B) Work Experience:
• Five years practical professional work experience in developing engaging and educational content for external channels for UN agencies, NGOs, or the development sector.
• Demonstrated technical communication and multimedia skills (copywriting, editing, storyboarding, video production, photography).
• Experience in working with UNICEF, UN agencies, NGOs or the development sector.
• Demonstrated experience in strategic use of social listening insights and social media monitoring tools for content planning and development and performance analysis.
• Displays in-depth knowledge and understanding of web and social media platforms, their respective reach and how each platform can best be leveraged for different audiences.
• Highly proficient in content strategy, development and editing.
• Demonstrated ability to effectively communicate information and ideas in both written and verbal format.
• Experience in handling and countering misinformation, particularly on public health and vaccination, is an asset.
• Existing work experience in or knowledge of Asia, including the East Asia and Pacific digital landscape, is an asset.
• Knowledge of child rights issues is an asset.
• High ethical standards and understanding of sensitivities relating to children is highly desirable.
• Both a team player and an individual contributor.
C) Language Proficiency:
Excellent command over written and verbal English language is a must.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
