Result of Service
The final UNODC Communications Strategy will contain: • Clear and realistic milestones that can be attained by UNODC dependent on existing human and financial resources. The consultant should also • Identify and support opportunities to create visibility for UNODC through its partner network and partnerships with like-minded organizations, business networks, the UN and academic institutions. • Develop internal communications tools and content to expand the corporate knowledge of the Communications Strategy

Duties and Responsibilities
This position is located in the Advocacy Section (AS), Public Affairs and Policy Support Branch (PAB), Division for Policy Analysis and Public Affairs (DPA), United Nations Office on Drugs and Crime (UNODC), in Vienna. The incumbent will work under the direct supervision of the Chief, AS, based on policy guidance from the Executive Director and in coordination with other senior managers as required. Within assigned authority, the communications expert will carry out the following specific tasks: • Finalize the communications strategy based on the comments and suggestions provided at the above meetings. E. Submit consolidated UNODC Communications Strategy/Action Plan based on the outcome of the meeting with the ED on 5 February. F. Together with the leadership of DPA/PAB/AS, prepare the presentation of the UNODC Communications Strategy to ExCom, to UNODC Field Representatives. G. Develop an Executive Summary to the Office of Executive Director following research and in-person meetings. H. Finalize UNODC Communications Strategy/Action Plan, as applicable within field of communications expertise I. Develop and deliver a presentation to the Advocacy Section and the UNODC Communications Network on the final UNODC Communications Strategy/Action Plan.
Qualifications/special skills
An advanced university degree in journalism, media, communications, public relations, social sciences or related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A Minimum of ten years of work experience in journalism and/or public information is required (the latter with specific knowledge of media relations and/or with a spokesperson-type role). Expertise in developing creative and effective advocacy and communications strategies, including brand identity and reputation management is required. Excellent writing skills, strong interpersonal, negotiation, project management and organizations skills is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations Secretariat language is an advantage.
