Position Objective

WorldFish is seeking a qualified and experienced consultant to conduct an endline gender study in small-scale fishing communities. This research aims to assess the impact and effectiveness of the gender-sensitive interventions implemented over the past in enhancing gender equity and empowerment. The consultant will be responsible for:

  • Measuring changes in gender dynamics within small-scale fishing communities.
  • Assessing the effectiveness and impacts of gender-sensitive interventions.
  • Identify unintended outcomes (if any) resulting from gender-sensitive interventions in fishing communities
  • Providing recommendations for future strategies/programmatic interventions/policy implications in addressing the identified gender barriers and contributing to more equitable fisheries governance and livelihoods

Responsibilities

The selected consultant will be responsible for following tasks:

  • Review relevant project documents, including baseline reports, gender strategy and intervention strategies.
  • Conduct endline survey using standard impact evaluation tools (both qualitative and quantitative) addressing Pro-WEAI and other relevant indicators and compare with baseline information.
  • Revise/Develop survey tools and methods (if necessary) in consultation with ECOFISH II team and get endorsement from the Scientist and Gender Specialist.
  • Recruit the enumerators/ data collectors.
  • Train enumerators on the tools and data-collecting strategy in the presence of ECOFISH II staff before the research implementation in the field.
  • Conduct field visits to small-scale fishing communities to collect data through surveys, interviews, and focus group discussions.
  • Analyze collected data and prepare a comprehensive endline survey report.
  • Present the findings of the research to the broader team.
  • Prepare a quality manuscript based on the findings with necessary statistical analysis, graphs and tables for ready submission to a peer-reviewed international journal.

Deliverables

The consultant will need to deliver the following deliverables:

  • A preliminary report comprising an assessment of the baseline report, project documents, and the research methodology.
  • All the qualitative and quantitative tools and datasets of the research.
  • A comprehensive research report, a presentation with the findings and a manuscript for submission to a peer review journal.

Requirements

This consultancy opportunity is open for all National Consultant with the following skills and qualifications:

  • Master’s degree in Sociology, Gender Studies, Development Studies, Anthropology, or any other discipline within the social sciences or related subject from an accredited university. Preference will be given to candidates holding a PhD in a related field.
  • Extensive experience in conducting qualitative and quantitative social research, including gender analysis, community assessment or similar kind of research.
  • Experience in facilitating national or international sessions and seminars.
  • Strong report writing skills.
  • At least 3 articles in international peer-reviewed journals on social justice, political ecology, co-management, gender equity, and resource management.
  • Substantial relevant work experience, especially expertise in working with fishing communities and in publishing international journals. Previous work with USAID-funded projects is advantageous.
  • Having VAT registration number is mandatory.

Location and Duration

The successful consultant will be based in Dhaka, Bangladesh with some field visits on part-time basis. The selection of consultant will be based on the relevant qualification and experience and the most competitive proposal. The interviews are expected to be held in May 2024 and only shortlisted consultant will be notified and expected to attend the interview. The successful consultant should be available to commence the consultancy contract for a maximum of 30 working days tentatively from 10 June 2024 till 25 August 2024.
