OVERVIEW OF THE FUNCTIONS OF THE POST

 

Background

 

The UNESCO Culturetendersglobal.net2030 Indicators is a framework of thematic indicators whose purpose is to measure and monitor the progress of culture’s enabling contribution to the national and local implementation of the Sustainable Development Goals and Targets of the 2030 Agenda for Sustainable Development. The initiative is integrated into UNESCO’s Programme and Budget for 2022-2025 (41 C/5) and the work on it across the Culture Sector is led by the Deputy Director of World Heritage. The UNESCO Culturetendersglobal.net2030 Indicators provide a conceptual framework and methodological instruments for countries and cities to assess the contribution of culture to the SDGs as part of the existing implementation mechanisms of the 2030 Agenda at the national or local levels. The framework will assess both the role of culture as a sector of activity, as well as the transversal contribution of culture across different SDGs and policy areas. Evidence gathered will inform policies and decisions as well as operational actions. Since 2021, 14 countries and 17 cities have been already or are implementing this thematic framework with more than 10 countries and cities expected to join in 2024 and 2025 in the second phase of implementation.

Long Description

Work assignment

 

Under the direct supervision and functional authority of the Deputy Director of UNESCO World Heritage Centre, the consultant shall contribute to the design, coordination, and implementation of activities carried out under the UNESCO Culturetendersglobal.net2030 Indicators initiative.  The consultant shall work in close collaboration with relevant stakeholders and the technical guidance of UNESCO International Experts. The consultant shall cooperate closely with the UNESCO HQ Culturetendersglobal.net2030 Indicators Team and carry out the following activities;  

Long Description

  • Plan, implement, manage, monitor and, evluate programme activities following the approved Programme and Budget of the approved projects supporting up to 8 countries and cities (EU Phase II, Sida Phase II, UNESCO Regional Bureau for Science and Culture in Europe) and provide reports contributing to the overall delivery of the initiative’s objectives;

 

  • Design and formulate project proposals and cost estimates for countries and cities seeking to implement the UNESCO Culturetendersglobal.net2030 Indicators to support further expand implementation in view of the upcoming Global Report. Support UNESCO Field Office in the development of concept notes and project proposals;

 

  • Support the refinement of the UNESCO Culturetendersglobal.net2030 Indicators methodology in collaboration with International Experts and the UNESCO Institute for Statistics (UIS), in particular for the peacebuilding and climate change indicators;

 

  • Support the EU/UNESCO Expert Facility to achieve its goal of accompanying Member States in the implementation of the UNESCO Culturetendersglobal.net2030 Indicators; provide advice and develop guidance and capacity building materials for  Regional Experts on the framework’s implementation modality as well as the use of capacity building materials and tools; Review and analyze project outputs and produce case studies and/or data visualizations on the results of implementation (for up to 8 beneficiary countries and cities);
  • Research, recommend, and contribute to the development and expansion of a knowledge base on the programme and capacity building for the implementation supporting the development and/or refinement of knowledge products including the development of an online repository for the UNESCO Culturetendersglobal.net2030 Indicators to hold project’s key materials; technical guidelines, methodology toolkit, communication kit, etc.

 

  • Contribute to the design and  development of the UNESCO Culturetendersglobal.net2030 Indicators data bank;

 

  • Follow-up the effective implementation of communication and advocacy plans;

 

  • Asses the capacity development needs and priorities, with a special focus on promoting UNESCO’s approach to gender equality by making a concerted effort to make more visible the contribution of Culture to SDG5 and highlighting the necessity to collect sex-disaggregated data for as many of the proposed indicators as possible

Deliverables and timeline

 

  • The work will be assessed progressively with regard to the achievement of the targets by the end of the contract period. Monthly progress reports on the progress in delivering the outputs related to the work assignment by the end of each month.

REQUIRED QUALIFICATIONS

EDUCATION

  • University degree or Master degree in Economics, Financial Economics, Econometrics, or Business Administration

 

WORK EXPERIENCE

  • At least 4 years of relevant experience at the international level in Sustainable Development and Culture or Cultural statistics

SKILLS/COMPETENCIES

  • Demonstrated knowledge and experience in the field of culture (in particular the UNESCO Conventions and Cultural Data)
  • Demonstrated knowledge of and relevant experience in working across different countries and also at the local level with cities
  • Demonstrated experience in budget planning, monitoring and execution as well as communicating project implementation actions and results
  • Ability to implement communications and publications strategies
  • Communicates sensitively and effectively across different constituencies
  • Excellent communication skills, excellent writing skills
  • Demonstrated ability to conceptualize issues and analyze data to compile and synthesize information in coherent and succinct formats
  • Excellent coordination and negotiation skills
  • Demonstrated ability to use office equipment with computer literacy in graphic design, publication design, multimedia products development, web design, web content, etc.

 

LANGUAGES

  • Excellent knowledge of English.

Desirable Qualifications

WORK EXPERIENCE

  • Experience with UNESCO systems, including SAP and SISTER;
  • Experience managing donor-funded programmes and grants.

 

SKILLS/COMPETENCIES

  • Knowledge of UNESCO’s processes related to voluntary contributions funded projects
