Background/Context
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The purpose of this consultancy is to support the implementation of the Making Every Woman and Girl Count programme in Asia and the Pacific by, in particular, supporting the implementation of gender-environment surveys in Kiribati and Cambodia, by adjusting CAPI scripts to national specificities (in Survey Solutions or CSPro, as preferred by each country), monitoring data collection through monitoring reports as needed, providing technical support on CAPI to national counterparts and supporting the data management, cleaning of the data once collected, and data analysis.
The consultant will be reporting to Regional Gender Statistics Specialist.

Scope of consultancy
To support member states in implementing the 2030 Agenda, UN Women’s Flagship Programme Initiative, “Making Every Woman and Girl Count (MEWG)” aims to affect a radical shift in the availability, accessibility and use of data and statistics on key aspects of gender equality and women’s empowerment. The Asia-Pacific regional component of the MEWG Programme encompasses a multi-year and multi-country programme of work with particular focus on implementing and supporting regional and country-specific activities in Asia and the Pacific. This includes work in the three inter-related key areas: (1)Building a supportive policy and institutional environment for the localization and effective monitoring of the SDGs; (2)Increasing the quality, comparability and regularity of gender statistics to address national data gaps and meet reporting commitments under the SDGs; and (3)Ensuring that gender statistics are accessible to users in governments, civil society, academia and the private sector, to strengthen adequate demand for their production.
Within the context of implementing the programme in Asia and the Pacific, and with the ultimate goal of making the methodology on measuring the gender-environment nexus more user-friendly for countries to enhance the quality, availability and use of gender-environment statistics, UN Women is looking to hire a consultant that will support with adjusting the syntax for implementing the model questionnaire on gender and the environment in CAPI, monitor the data collection (quality checks), and support both Kiribati and Cambodia with the data cleaning and data analysis.
Roles and responsibilities
Scripting and monitoring (Kiribati and Cambodia)
- Adjust the scripting for the use of the model questionnaire on gender and the environment for CAPI surveys, per Kiribati’s and Cambodia’s national adaptation of the Model Questionnaire, using Survey Solutions or CSPro, as preferred by each country
- Produce draft script
- Test the script to ensure full functionality
- Ensure the quality of the script, it’s full adherence to the Excel version, along with the inclusion of attached metadata and other background information as needed.
- Support the training of survey enumerators for the implementation of the survey using CAPI tools
- Prepare and adapt training materials
- Deliver training
- Support enumerators, including through the survey pilot implemented after the training
- Monitor the survey implementation in Kiribati and Cambodia, including by producing daily reports, identifying emerging issues with survey implementation, and flagging issues that may require corrective action.
- Produce monitoring reports.
- Analyse the information and identify any potential issues, to inform government.
- Ensure the quality of the daily reports.
- Suggest corrective action, as needed, to ensure the timely and thorough implementation of the survey.
Data cleaning (Kiribati and Cambodia)
- Undertake data cleaning for two gender-environment surveys
- Check for completeness of the data sets
- Provide technical guidance to national counterparts for follow-up as required
- Run summary statistics to check for non-response and outliers.
- Calculate household and individual weights.
- Ensure data quality is in place (using data cleaning checklist).
Data analysis (Kiribati and Cambodia)
- Produce tables for the 100 gender-environment indicators included under UN Women’s list
- Using data from the GES in Kiribati and Cambodia, produce tables for the 100 gender-environment indicators included under UN Women’s list. These should include:
- Women’s estimates
- Men’s estimates
- Any additional multi-level disaggregation recommended in the indicator guidelines for that particular indicator (e.g. sex and location; sex and type of disaster, etc)
- Using data from the GES in Kiribati and Cambodia, produce tables for the 100 gender-environment indicators included under UN Women’s list. These should include:
- Prepare GES survey reports for Kiribati and Cambodia, following guidance provided by UN Women, and using GES data, including data from the 100 indicators
- Prepare a first draft of a Kiribati/Cambodia GES survey report, following guidance provided by UN Women, and using GES data, including data from the 100 indicators
- The report should be drafted in a word document, and should include an introduction, summary of survey methodology and considerations, key findings, and annexes
- It should include graphs for each indicator
- It should include tables in annex (to be provided to UN Women in both Word and Excel format)
- Produce a final draft of a Kiribati/Cambodia GES survey report, incorporating any edits suggested by UN Women
- Prepare a first draft of a Kiribati/Cambodia GES survey report, following guidance provided by UN Women, and using GES data, including data from the 100 indicators

Consultant’s Workplace and Official Travel
This is a home-based consultancy. In the event of necessary travel on mission, travel costs and Daily Subsistence Allowance (DSA) will be provided. Travel Authorization will be granted to the consultant prior to the travel date. The contract period will be for 11 months.

Required Skills and Experience
Required Qualifications
Education and Certification:
• Master’s degree in the field of mathematics, statistics, computer science, development affairs or related area.
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- A minimum of 2 year of professional experience in questionnaire scripting for survey implementation is required.
- Mastery knowledge of Survey Solutions or CSPro and script writing for implementation of a national survey is required.
- Experience supporting the implementation of other Gender and Environment Surveys is required.
- Knowledge about gender data and statistics on gender equality and the empowerment of women desirable
- Experience working with the United Nations in the area of statistics and scripting desirable.
- Experience working on countries in Asia and the Pacific desirable.
Language requirement
- Excellent command of English.
