• Project Title: Strengthening Women’s Rights Movements on the Women, Peace and Security (WPS) Agenda in Iraq

• Duration: 20 working days (01–30 September 2025)

2. Project Background

CARE Iraq is a non-profit NGO that promotes women’s economic empowerment, socio-political participation and social justice. CARE Iraq’s work focuses on durable solutions, economic justice and resilience, women’s voice and leadership and multisectoral humanitarian response.

In Iraq, Women Empowerment Organization (WEO), Baghdad Women Association (BWA), and Better World Organization (BWO) are national non-profit organizations dedicated to promoting women’s equality and empowerment. Over the past three years, through this project, they have worked to enhance women’s active participation in political, economic, cultural, and social life, thereby increasing their access to decision-making spaces. Their efforts have included advocacy to advance women’s rights and challenge discriminatory laws, policies, and government programs. They also support women facing violence and discrimination, including gender-based violence (GBV), while fostering social cohesion, peacebuilding, protection, and empowerment.

The Strengthening Women’s Rights Movements on the Women, Peace and Security (WPS) Agenda in Three Fragile Contexts project is a three-year initiative funded by BMZ through CARE Deutschland, implemented in Egypt, Iraq, and South Sudan from July 2022 to June 2025. Now in its final months, the project has focused on supporting women’s rights organizations (WROs) to work with marginalized communities to advance women’s rights and gender equality as part of broader women’s rights movements, including efforts aligned with UN Security Council Resolution 1325 and the WPS agenda.

The project defines women’s rights movements as comprising both WROs and marginalized groups of women and girls. In Iraq, the project has directly targeted 24 WROs (3 as implementing partners [PT-WROs] and 21 as target groups [ZG-WROs]), 110 WRO staff, representatives, and volunteers, 1,460 women and girls from marginalized groups, and 35 local government representatives. Indirectly, it has aimed to reach 6,900 people in Egypt, with approximately 65% women and girls and 35% men and boys. Project activities in Iraq have been implemented across Ninewa, Anbar, and Salahaddin governorates.

Throughout the project period, CARE Iraq has provided overall coordination and organizational and technical capacity development support, with a particular focus on the WPS agenda. Over time, the three PT-WROs have assumed increasing leadership and responsibility, benefiting from CARE Iraq’s sustained mentorship, coaching, and technical assistanc

 

3. Purpose of the Endline Evaluation

• The endline evaluation is conducted at the end of the project to assess its effectiveness, achievements, and overall impact. Specifically, this evaluation will:

• Measure how Women’s Rights Organizations (WROs) and marginalized groups of women and girls have used their strengthened strategies, skills, and networks to come together, participate in, and influence decision-making spaces. These include both informal spaces led by civil society and formal spaces led by governments, at local, national, and multi-country levels within the Women, Peace, and Security (WPS) agenda.
• Assess how satisfied participants are with the project activities and the extent to which they were able to access the intended support.
• Evaluate the project’s overall impact on WROs’ ability to shape and influence WPS agendas in the targeted locations.

4. Methodology

The consultant will:

• Use a mixed-methods approach (quantitative surveys, qualitative KIIs/FGDs, observation).
• Disaggregate data by gender, age, location, and vulnerability status.
• Ethical Safeguarding:
• Refrain from directly addressing SGBV-related queries.
• Establish clear referral pathways for any voluntary disclosures, using a pre-approved list of local support services.

• Assign enumerators whose gender matches that of the participant, wherever possible, to ensure comfort and safety.
• Maintain strict confidentiality at all stages, including anonymous data collection, storage, and analysis.

5. Sampling & Tools

• Consultant proposes sample size/strategy (validated by CARE).
• Tools: HH surveys, KIIs (protection actors, WROs), FGDs (beneficiaries), observation checklists (WASH/gender practices).

7. Roles & Responsibilities

CARE will:

• Provide project documents relevant to the data collection and desk review, in addition to providing advice about the relevant KIIs.
• Share survivor-centered guidelines (e.g., trauma-informed approaches).

Consultant will:

• Lead tool design, data collection, and analysis (using appropriate software as long as the consultant avoids very simple ones like Google forms and survey monkey).
• Submit 20-page report (executive summary, findings, recommendations, annexes).

8. Deliverables

• Inception report (detailed workplan indicating time and activities, methodology, tools).
• Draft/final reports (structured per CARE’s M&E guidelines).
• Raw datasets (cleaned, anonymized).

9. Ethical Compliance(Expanded for Clarity)

• Adhere to CARE’s Child Safeguarding, PSEA, and Data Protection policies.
• Obtain consent for images/audio recordings.

• Advanced degree in MEAL, social sciences, or gender studies.
• 5 years of proven experience in protection/WPS evaluations (preferably in Iraq).
• Fluency in English; Arabic an asset.
