RATIONALE
A baseline assessment will be completed at the start of the project, with local stakeholders, to measure the status of all indicators and to understand the starting point of key elements of the work against which later progress will be measured. This will enable project indicators at the output and outcome level to be measured and tracked. This study provides a benchmark for the program that will focus on SHELTER and Water, Sanitation, and Hygiene (WASH), and other cross-cutting concerns as deemed required.
OBJECTIVES:
The objective of the baseline survey is to assess the condition of communities up to the household level in terms of SHELTER and WASH. The baseline report is to be used for monitoring the benchmark of ITT and evaluating the project implementation.
To gather sufficient market information in the target area to be able to determine the following:
- Access to basic services in the communities.
- Access to daily necessities or living condition in the communities.
- Demographics of the communities.
- Protection, Privacy and Self-Esteem situation in the communities.
- SHELTER and WASH situation.
SCOPE OF WORK
The consultant will be responsible for the following tasks:
- Develop survey instruments/questionnaires in collaboration with Islamic Relief-Philippines (IR-PH) Monitoring, Evaluation, Accountability, and Learning (MEAL) Unit.
- Gather information through a survey and other data gathering strategies as deemed necessary.
- Maintain data quality and integrity throughout the data collection process.
- Use proper statistical tools to analyze the data gathered.
- Interpret the results and draw clear conclusions.
- Develop a comprehensive baseline report that includes recommendations for future project implementation.
- Share the findings with the programme team, including MEAL.
- Support or help IRPH MEAL staff in consolidating and cleansing the data if needed.
- Abide by IRPH policies, especially Child Protection, Safeguarding Policy, and Data Protection Policy.
DELIVERABLES
- Survey Instruments/Questionnaires.
- Cleaned and Analyzed Data.
- Comprehensive Baseline Survey Report.
- Presentation of Findings.
TIMELINE REPORTING & COORDINATION
The SHIELDS Baseline Survey is expected to run for a maximum of 30 days from August 27 – September 27, 2024. This activity will be led by the MEAL unit through a hired consultant with support from the project programme staff.
