Assignment

·     Background and Rationale

The FEMIN-ACT project addresses climate change-driven food insecurity in Iraq by promoting sustainable agricultural practices. One of the key interventions is the use of straw mulch to improve soil moisture retention, suppress weed growth, enhance soil fertility, and reduce water evaporation in crop fields. This activity is designed to support farmers—especially women and youth—by introducing an environmentally sound practice that can increase crop productivity and resilience.

·     Objectives

Primary Objective:

• To implement a straw mulch intervention in designated crop fields that improves soil conditions and contributes to climate-smart agriculture.

Specific Objectives:

• Assess field conditions and identify target areas for straw mulch application.
• Develop an implementation plan and procurement strategy for straw mulch materials.
• Carry out the application of straw mulch in the crop fields and monitor its effectiveness.
• Provide training and technical support to local farmers for maintaining the mulch system.
• Document lessons learned and best practices for potential scale-up.

·     Scope of Work

The consultant/team will be responsible for:

1. Inception and Planning:

• Conduct a baseline assessment of the target fields to identify soil and crop conditions.
• Develop a detailed work plan and schedule for the straw mulch implementation.
• Define key performance indicators (KPIs) for monitoring soil moisture, weed suppression, and crop yield improvements.

1. Implementation:

• Procure and deliver quality straw mulch materials according to the plan.
• Supervise the application of straw mulch across the target crop fields.
• Coordinate with local agricultural extension officers and community groups to ensure proper application techniques.

1. Monitoring, Evaluation, and Reporting:

• Carry out periodic field visits to monitor the mulch’s performance and gather quantitative and qualitative data.
• Prepare monthly progress reports and a final comprehensive report with recommendations for scaling up.
• Organize a validation workshop with stakeholders and local farmers to discuss outcomes and challenges.

·     Deliverables

·       Inception Report: Includes baseline assessment findings, work plan, methodology, risk assessment, and contingency measures to ensure project implementation remains unaffected by unexpected climatic factors (within the first 5 working days).

·       Monthly Monitoring Reports: Documenting field observations, KPI tracking, and corrective actions using GIS technology and remote sensing for soil condition monitoring, along with smart applications for real-time data collection and analysis.

·       Training Sessions for Local Farmers: Conduct at least four training workshops (one in each target area) for farmers, explaining project impacts, lessons learned, and how to implement the practice on their own farms.

·       Final Report: A comprehensive evaluation report including impact analysis, lessons learned, and recommendations for future scale-up.

·       Reports must be submitted in English, with key summaries in Arabic. Additionally, two dissemination workshops will be conducted in Anbar and Salah Al-Din to share findings with agricultural authorities, local government, farmer associations, and community representatives.

·     Duration and Timeline

·     Reporting and Coordination

• The consultant/team will report directly to the designated project coordinator (e.g. MEAL or Agriculture Specialist) at Oxfam.
• Regular coordination meetings (monthly) will be held with the project team and key local stakeholders.

·     Qualifications and Experience

The ideal candidate/team should have:

• A relevant postgraduate degree in Agriculture, Environmental Science, or a related field.
• At least 3 years’ experience in implementing sustainable agricultural practices or related field interventions.
• Proven experience with field-based interventions, data collection, and monitoring.
• Knowledge of climate-smart agriculture and community engagement strategies.
• Fluency in both English and Arabic.

·     Payment and Contract Terms

• The assignment will be offered as an individual or team contract, with payment terms detailed in the financial proposal.
• Daily rates and overall budget will be negotiated based on the submitted proposal and qualifications.

·        Selection Process

Evaluation scores will be awarded for each of the components. Combined Scoring method – where the qualifications and methodology will be weighted a max. of 70% and combined with the price offer which will be weighted a max of 30%. Only candidates scoring 70% (i.e., 49 points) in the technical evaluation will be considered for financial proposal evaluation. The proposal will be assessed based on the following selection criteria:

·        Timeframe

The assignment will commence one day after contract signing and last for five months, including the submission of final deliverables within one week of project completion. The inception plan must be delivered within 5 working days of contract signing to allow Oxfam sufficient time for logistical preparations.

الهدف من المهمة:

 

1)     الخلفية والمبررات

يسعى مشروع FEMIN-ACT إلى مواجهة انعدام الأمن الغذائي الناتج عن تغير المناخ في العراق من خلال تعزيز الممارسات الزراعية المستدامة. تُعدّ تغطية التربة بالقش من التدخلات الرئيسية التي تهدف إلى تحسين احتفاظ التربة بالرطوبة، وتقليل نمو الحشائش الضارة، وتحسين خصوبة التربة، والحد من تبخر المياه في الحقول الزراعية. يهدف هذا النشاط إلى دعم المزارعين – وخاصة النساء والشباب – من خلال تقديم ممارسة بيئية صحيحة تسهم في زيادة الإنتاجية الزراعية ورفع قدرة المحاصيل على مقاومة التقلبات المناخية.

2)     الأهداف

الهدف الرئيسي:

• تنفيذ تدخل تغطية التربة بالقش في الحقول المستهدفة لتحسين ظروف التربة والمساهمة في الزراعة المناخية الذكية.

الأهداف الفرعية:

• تقييم ظروف الحقول وتحديد المناطق المستهدفة لتطبيق تغطية التربة بالقش.
• وضع خطة تنفيذ واستراتيجية شراء مواد القش اللازمة.
• تنفيذ عملية تطبيق تغطية التربة بالقش في الحقول ومتابعة فعاليتها.
• تقديم التدريب والدعم الفني للمزارعين المحليين للحفاظ على نظام التغطية.
• توثيق الدروس المستفادة وأفضل الممارسات للنظر في توسيع نطاق التدخل مستقبلاً.

3)     نطاق العمل

يتولى المستشار/الفريق المهام التالية:

• التمهيد والتخطيط:
  إجراء تقييم ميداني أولي لتحديد حالة التربة والمحاصيل في الحقول المستهدفة.
  • إعداد خطة عمل مفصلة وجدول زمني لتنفيذ تغطية التربة بالقش.
  • تحديد مؤشرات الأداء الرئيسية (KPIs) لمتابعة رطوبة التربة، وكبح نمو الحشائش، وتحسين إنتاجية المحاصيل.
• التنفيذ:
  شراء وتوريد مواد القش ذات الجودة المطلوبة وفقاً للخطة.
  • الإشراف على تطبيق تغطية التربة بالقش في الحقول المستهدفة.
  • التنسيق مع الجهات الفنية المحلية والمجموعات المجتمعية لضمان تطبيق التقنيات الصحيحة.
• المتابعة والتقييم وإعداد التقارير:
  إجراء زيارات ميدانية دورية لمتابعة أداء تغطية التربة وجمع البيانات الكمية والنوعية.
  • إعداد تقارير متابعة شهرية وتقرير نهائي شامل يتضمن توصيات التوسع في التدخل.
  • تنظيم ورشة عمل للتحقق مع الجهات ذات العلاقة والمزارعين المحليين لمناقشة النتائج والتحديات.

4)     النتائج المتوقعة (المخرجات)

• تقرير التمهيد: يتضمن نتائج التقييم الميداني، خطة العمل، والمنهجية التفصيلية مع دراسة المخاطر المتوقعة (مثل العوامل المناخية غير المتوقعة) وما هي الحلول والسيناريوات التي سوف تنفذ في حال حدوث أي طارئ لضمان عدم تأثر تنفيذ المشروع (خلال أول 5 أيام عمل).
• تقارير المتابعة الشهرية: توثق الملاحظات الميدانية، مؤشرات الأداء عن طريق استخدام تقنيات نظم المعلومات الجغرافية (GIS) والاستشعار عن بعد لرصد حالة التربة وتقييم فعالية تغطيتها بالقش بشكل دوري واستخدام تطبيقات ذكية لجمع وتحليل البيانات الحقلية، مما يوفر معلومات فورية لدعم اتخاذ القرار، وعمل الإجراءات التصحيحية وتدوينها.
• دورات تدريبية للمزارعين المحليين: إقامة أربع ورش تدريبية على الأقل (ورشة في كل منطقة من المناطق المستهدفة) للمزارعين والفلاحين المحليين تتضمن شرح كامل لأثار المشروع، وما هي الدروس المستفادة، وكيفية تطبيق هذا النظام على مزارعهم الخاصة.
• التقرير النهائي: تقرير تقييم شامل يتضمن تحليل الأثر، الدروس المستفادة، والتوصيات للنظر في توسيع نطاق التدخل.
• تقديم كافة التقارير باللغة الإنجليزية مع تلخيصات رئيسية باللغة العربية والقيام بندوتين لنشر الأبحاث تقام في محافظتي الانبار وصلاح الدين بحضور الجهات المستفيدة من دوائر الزراعة والري والمجتمع المحلي والحكومة المحلية والجمعيات الفلاحية.

5)     مدة العقد والجدول الزمني

• مدة العقد: حوالي [خمسة أشهر] (قابلة للتعديل)

تشمل المحطات الرئيسية:

• تقرير التمهيد خلال أول 5 أيام عمل.
• تنفيذ النشاط وإعداد التقارير الشهرية طوال فترة العقد.

• الدورات التدريبية للمزارعين والندوات تقام بعد اكمال ومصادقة التقرير النهائي من قبل المنظمة

6)     آلية التقارير والتنسيق

• يقدم المستشار/الفريق تقاريره مباشرة إلى منسق المشروع المحدد (مثل أخصائي الزراعة أو نظام المتابعة والتقييم) في أوكسفام.
• تُعقد اجتماعات تنسيقية دورية (شهرية) مع فريق المشروع والجهات المعنية لضمان تحقيق أهداف المشروع.

7)     المؤهلات والخبرات المطلوبة

يجب أن يتمتع المرشح/الفريق المثالي بما يلي:

• شهادة دراسات عليا ذات صلة في الزراعة أو العلوم البيئية أو مجال ذي صلة.
• خبرة لا تقل عن 3 سنوات في تنفيذ التدخلات الزراعية المستدامة أو الأنشطة الميدانية المشابهة.
• خبرة مثبتة في التدخلات الميدانية، جمع البيانات، والمتابعة.
• معرفة بالممارسات الزراعية المناخية الذكية واستراتيجيات إشراك المجتمع.
• إتقان اللغتين الإنجليزية والعربية.

8)     الشروط المالية وأحكام العقد

• يُعرض هذا النشاط بموجب عقد فردي أو مع فريق، وستُفصل شروط الدفع والأسعار اليومية في العرض المالي.
• يتم التفاوض على الأسعار الإجمالية بناءً على المقترحات المقدمة والمؤهلات.

9)     تقديم العروض

يُدعى الراغبون في التقديم إلى تقديم:

• عرض تقني (بحد أقصى 3–5 صفحات) يوضح النهج والمنهجية وخطة العمل.
• عرض مالي مفصل باستخدام النموذج المقرر.
• السيرة الذاتية والوثائق الداعمة ذات الصلة.
• الموعد النهائي لتقديم العروض هو [عشرة أيام عمل (أسبوعين) من تاريخ العرض].

10)  عملية الاختيار

سيتم منح درجات تقييم لكل مكون من المكونات. طريقة التقييم المركبة – حيث سيتم ترجيح المؤهلات والمنهجية بحد أقصى 70٪، مع دمجها مع العرض السعري الذي سيُرجح بحد أقصى 30٪. فقط المرشحون الذين يحصلون على 70٪ (أي 49 نقطة) في التقييم الفني سيُؤخذ بعين الاعتبار تقييم مقترحهم المالي. سيتم تقييم المقترح بناءً على معايير الاختيار التالية:

11)  الإطار الزمني

تبدأ المهمة (بعد يوم من تاريخ توقيع العقد ولمدة خمسة أشهر)، بما في ذلك تقديم النتائج النهائية المحددة خلال أسبوع واحد بعد تاريخ نهاية المشروع كما هو مذكور في الجدول الزمني أعلاه. يجب تسليم الخطة التمهيدية خلال 5 أيام من تاريخ توقيع العقد إلى فريق أوكسفام قبل، لتمكين الفريق من إكمال التحضيرات اللوجستية المطلوبة.

12)  إخلاء المسؤولية

لا تلتزم أوكسفام في إطار هذه المناقصة باتخاذ قرار بمنح العقد أو إبرام عقد مع أي مشارك. ولا يمكن للمشاركين المطالبة بأي تعويض من أوكسفام أو أي أشخاص أو كيانات تابعة لها بأي شكل من الأشكال في حال حدوث أي من الحالات المذكورة أعلاه. من خلال تقديم المقترح، يقبل المشاركون جميع الشروط والتحفظات الواردة في بنود المرجع هذه، وأي معلومات أو وثائق لاحقة في إطار هذه المناقصة.
