Consultant for localisation workshop in Yemen

The purpose of this consultancy is to facilitate a discussion on localisation within the Red Cross Red Crescent (RCRC) Movement in Yemen, capturing the visions and ambitions of the Yemen Red Cross Society (YRCS) regarding this agenda. Additionally, the consultancy aims to establish a localisation platform or working group led by YRCS and supported by Movement Partners operating in Yemen, including the Danish Red Cross (DRC).

Objectives

  1. Support YRCS in developing a localisation roadmap with specific targets and milestones.
  2. Conduct a mapping exercise to identify the contributions of other actors in Yemen and how they can support YRCS.

Scope

The consultancy will include, but is not limited to, the following areas:

  1. Onboarding and a desk review of key documents and context.
  2. Background data collection from all partners to identify perspectives on localisation, followed by the preparation of a brief background document to inform the workshop.
  3. Key informant interviews with YRCS and partners, followed by analysis.
  4. Design and facilitate a 2-hour workshop for partners, in collaboration with DRC’s localisation focal point and IFRC NSD delegate, to identify common interests and potential next steps.
  5. Develop a short report (2-4 pages) summarizing key issues and identifying next steps, both from the workshop and the consultant’s perspective, for circulation to YRCS and partners.

Roles & Responsibilities

The consultant will lead the workshop facilitation with support from the DRC and IFRC.

The consultant is responsible for all data collection, analysis, and the preparation of the final report.

DRC and IFRC in Yemen will coordinate with the consultant on planning and preparing the workshop and interviews.

Deliverables & Schedule

The workshop should take place in October 2024.

Deliverables:

  1. Facilitation of a workshop in October 2024.
  2. Development of a localisation roadmap for YRCS with clear targets and milestones.
  3. A written final report including recommendations for the next steps, to be shared with the DRC.

Required qualifications and experience:

  1. Experience supporting National Societies to develop policy and strategy to strengthen local action.
  2. Experience of different modalities of localisation in different Movement contexts
  3. Ability to work quickly and deliver products in line with agreed timeframes, with accuracy and attention to details, ensuring continuous communication with the DRC and YRCS.
  4. At least 10 years of experience in working with the Red Cross and Red Crescent Movement.
  5. Demonstrated international work experience especially in Yemen would be considered an advantage.
  6. Excellent English writing and speaking skills.

Contract and Financial Provisions

The consultant will propose number of days and fee necessary for the evaluation process with a maximum of 15 working days as part of the application.
