Description of the Assignment: Consultant for project evaluation of the OCHA-UNDP Connecting Business initiative (CBi)
Period of assignment/services: 36 working days within August-December 2024
Background
The main objectives of the project evaluation are to inform the design of the next phase of the project and assess progress towards the achievement of the project objectives and outcomes as specified in the Project Document and assess early signs of project success or failure with the goal of identifying the necessary changes to be made in order to set the project on-track to achieve its intended results. The Connecting Business initiative (CBi) engages the private sector strategically before, during, and after emergencies, along the full spectrum of disaster risk reduction and management, increasing the scale and effectiveness of the response and recovery in a coordinated manner. Since CBi’s launch at the World Humanitarian Summit in May 2016, CBi Member Networks have responded to more than 150 crises, mobilized US $113 million and assisted over 40 million people.
The scope of the evaluation includes the entirety of CBi activities at the outcome and output levels starting from its launch in May 2016 to mid-2024. The evaluation covers all project outcomes and interventions funded by all sources. By reviewing the framework indicators against progress made towards the project outputs targets, using a Results Matrix with color code progress in a “traffic light system” based on the level of progress achieved, the evaluation consultant assigns a rating on progress for the project objective and each outcome and make recommendations from the areas marked as “not on target to be achieved” (red).
Project Description
A joint initiative by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) and the United Nations Development Programme (UNDP), CBi supports both crisis response and development efforts by integrating and engaging the private sector. As the world continues to see more severe and frequent disasters, the crucial role the private sector plays in disaster management has become more apparent.
CBi works directly with business federations around the world, linking to over 8,300 members representing more than 789,000 local businesses through our local networks. The initiative aims to become the go-to hub for business networks involved in disaster management, both by strengthening collaboration with governments, development partners and humanitarian actors and by contributing to the efforts to save the lives and livelihoods of people affected by crisis in vulnerable countries.
CBi contributed to:
• UNDP’s Strategic Plan 2018-2021 outcome “Building resilience to crises and shocks, in order to safeguard development gains”
• UNDP Strategic Plan 2022-2025 outcome “Resilience built to respond to systemic uncertainty and risk”
• OCHA Strategic Plan 2018-2021, especially objective 1: “Transformed coordination for a more efficient and tailored humanitarian response”; and
• OCHA Strategic Plan 2023-2026, especially priorities 1: “A coherent humanitarian response that is people centered, context specific, contributes to community resilience and promotes concrete protection outcomes” and 4: “A humanitarian response that is inclusive and leaves no one behind”.
CBi key partners include USAID, Conrad N. Hilton Foundation, Boston Consulting Group, UN Global Compact and the International Federation of Red Crescent Societies (IFRC). Beneficiaries of CBi include private sector-led networks and industry groups; companies; communities; governments; and UN agencies as well as other humanitarian and development organizations.

Any discrepancy between the unit price and the total price in submitted breakdown table shall be re-computed by UNDP, and the unit price shall prevail, and the total price shall be corrected. If the Service Provider does not accept the final price based on UNDP’s re-computation and correction of errors, its Proposal will be rejected.
