Consultant for REBUILD Endline Study

RATIONALE

Islamic Relief Philippines with support from Islamic Relief USA is currently implementing a 2-year development project, “REBUILD into Resilient Coastal Communities affected by Typhoon Odette in CARAGA Region” with the following objectives: 1) To provide and support integrated sustainable livelihoods to women to revive their loss small-scale economic enterprises, restore a damage livelihood of selected small-scale fisherfolks and fish farmer, and re-start crop production or livestock livelihoods to small farmers affected by Typhoon Odette, 2) To provide protection and mental well-being services to women, children, and other at-risk groups affected by super typhoon Odette, and 3) To strengthen the resiliency of coastal communities to occurrence of any disasters.

The project aims to reach 200 women entrepreneurs, 200 small-scale fishers, and 600 small farmers. Among the key activities of the 2-year project are: 1) Formation of Self-Help Groups (savings groups); 2) Provision of Skills Trainings; 3) Provision of Cash-Grants; 4) Training of Community Facilitators for Child-Friendly Spaces (CFS) and Mental Health and Psychosocial Support Services (MHPSS); 5) CFS and MHPSS Roll-out Sessions; 6) Support in packaging BDRRM Plans; 7) DRR capacity building trainings ; 8) Climate Change Adaptation Support activities; 9) Conduct of Community Drill; and 10) Provision of Early Warning Devices/Equipment.

OBJECTIVES:

The REBUILD Endline Study intends to:

  • Assess the extent to which activities are being implemented according to the project plan and timeline;
  • Evaluate the progress made towards achieving the project’s intended outcomes and outputs;
  • Identify any challenges, bottlenecks, or unexpected issues that have arisen during the project implementation;
  • Assess the effectiveness and relevance of the strategies and approaches employed in the project; and
  • Provide recommendations for any necessary adjustments or improvements to enhance project performance and future programming.

SCOPE OF WORK

The scope of the endline study will cover the following areas:

  • Project Outcomes and Impact Evaluation – Assessing the extent to which the project had achieved it objectives and intended outcomes, and the impact of the project on the intended beneficiaries, including changes in income, food security, health outcomes and other relevant indicators.
  • Effectiveness Evaluation – evaluating the effectiveness of the project’s strategies, interventions, and cost-effectiveness in achieving its goals and objectives including financial resources and an assessment of the overall value for money.
  • Comparison with Baseline Data – contrasting the findings of the endline study with the baseline data collected at the project’s inception to measure change, progress, and improvements.
  • Lessons learned, Best Practices, Success Factors and Challenges – extracting lessons learned and best practices project implementation process and identify best practices. Identify key factors that contributed to the project’s success or hindered its progress, to include external factors and internal management aspects.
  • Sustainability Evaluation – evaluating the project’s sustainability in its post-completion phase, examining the enduring impact of project benefits, the enhancement of institutional capacities and the extent of community ownership over project outcomes.

METHODOLOGY

The Project Endline Study will utilize a combination of qualitative and quantitative methods including document review, Key Informant Interviews, Focus-Group Discussions, and data analysis. The consultant will collaborate closely with the MEAL unit and project staff to gather accurate and comprehensive information**.**

To be conducted in the 10 covered communities of the project. Target participants are stakeholders, local authorities, and direct rightsholders.

EXPECTED OUTPUTS

The following are expected deliverables from collaborating (Programme and MEAL) units:

  • Present an overall endline project study design outlining methodology with corresponding budget, and focused/guide questions to be utilized in communities and with stakeholders.
  • Document the whole process of the study to include photos.
  • Present, edit and finalize documentation of studies based on feedback from Islamic Relief.
  • Submit the comprehensive final narrative report with analysis, findings to Islamic Relief.

REQUIRED COMPETENCIES

The successful consultant is expected to have:

  • Minimum 3 to 5 years professional experience in research, with published research papers is an advantage.
  • Excellent writing and analytical skills
  • Familiar with humanitarian work, DRR, food security and livelihood programme, emergency response, and/or protection interventions.
  • Time management skills and ability to complete the assignment within given schedule.
  • Willingness to adhere to IRWs norms and values without compromising personal beliefs and principles.

TIMELINE REPORTING & COORDINATION

The Endline Project Study is expected to run for a maximum of 30 days from June 2024 – July 2024. This activity will be led by the MEAL unit through a hired consultant with support from the project programme staff.

PROPOSAL TO TENDER & COSTING:

Consultant (single) interested in carrying out this work must submit a proposal/bid, including the following;

  • Detailed cover letter/proposal outlining a methodology, research design, financial proposal, work plan and approach briefing note
  • CV or outline of relevant skills and experience possessed by the consultant who will be carrying out the tasks
  • Example(s) of relevant work
  • A full breakdown of costs, including taxes, expenses and any VAT
