Terms of Reference (ToR) Consultant for the Development of End-of-Project Brochure

Country: Iraq – Kurdistan Region of Iraq (KRI)   

   

   

 

Background:

 

Masarouna is a five-year regional program implemented in six MENA countries. It aims to mobilize the power of young people (aged 18-35) for collective action, supporting their initiatives to improve access to and respect for their reproductive health (RH) through innovative pathways for change. The program strengthens youth engagement in civil society, equipping them to influence decision-makers and communities to promote better legislation and practices that support young people’s access to their RH. Additionally, it fosters civil society growth and builds new partnerships and alliances to advocate for RH and amplify youth voices.

 

Objective of the Consultancy:

 The consultant to help with the end-of-project brochure for the Masarouna Project, effectively document the project’s impact and achievements, structure the content strategically and present it in a visually engaging way. To design and develop a brochure no longer than 8-pages which includes:

• Project Overview: Brief description of the project’s objectives, timeline, and partners.
• Key Achievements: Highlight measurable successes and milestones.
• Impact Stories: Include testimonials, success stories, or case studies from partner organization, youth engagement, and their advocacy initiatives.
• Challenges & Lessons Learned: Discuss obstacles faced and insights gained.
• Data & Statistics Presentation: Use infographics and artistic visuals to present key findings and achievements.

 

Scope of Work:

• Review available project documents and materials shared by the Masarouna team to fully understand the project’s goals, activities, results, and impact.
• Conduct interviews or discussions with key project personnel and partners to gather additional insights.
• Develop an 8-page brochure to mark the end of the project.
• Ensure flexibility for edits and iterative feedback.

Proposed Methodology:

Develop a clear outline for the brochure. This should include suggested sections and content flow, ensuring that the structure reflects the key components of the project. Present the outline to the project team for feedback and approval before proceeding to the next stages considering the points below

 

Design and Layout:

Design the brochure to be visually engaging, easy to navigate, and in line with the project’s branding and overall aesthetic. If possible, include materials that have been produced by the Artists who worked within the project.

Ensure the design is appropriate for both digital and print formats.

• Preferred brochure size (A4, A5)
• Format for digital (PDF with clickable links) and print
• Branding guidelines (logos, colour palette, fonts)
• Language versions (English, Arabic, Kurdish)

 

Deliverables:

• Outline of the brochure, including the approach of the consultant to gather information and present the data
• Draft versions of the brochure for feedback.
• Final version of the 8-page brochure (Kurdish, English, and Arabic) in print-ready and editable digital formats (PDF, Word, or similar).

 

Proposed Timeline:

Proposal Submission Deadline: 5^th of May, 2025

Project Kick-off: 18^th  May 2025

Outline Submission:  25^th May 2025

Draft Submission: 20^th June 2025

Final Deliverables Due: 10^th  of July 2025

 

Qualifications and Experience:

The consultant should possess the following qualifications and experience:

Experience:

• Expertise in Health, equality between men and women, Communications, or related fields. A background in Reproductive Health (RH) is highly preferred.
• Relevant Work Experience: Proven experience in developing brochures, reports, and publications for international development projects, preferably in the fields of Reproductive Health (RH).
• Demonstrated ability to translate complex technical information into accessible, clear, and engaging content for a broad audience.
• Experience working with NGOs, multilateral organizations.

 

 

Knowledge and Skills:

• Strong understanding of Reproductive Health (RH) issues, including but not limited to family planning, maternal health, sexual health, and equality between men and women.
• Deep knowledge of justice between men and women issues and their intersection with RH. This includes understanding the social determinants of health and the barriers to access for vulnerable populations.
• Fluency in Kurdish, Arabic, and English is essential, as the content will be produced in all three languages, requiring careful attention to linguistic and cultural nuances.
• Experience in content creation and editing for both technical and lay audiences, with a focus on clarity and readability.

Design skills or having collaboration experience with graphic designers to produce professional-quality, visually appealing materials.

Communication Skills:

• Strong writing, editing, designing and proofreading skills.
• Ability to work collaboratively with various stakeholders and adapt to feedback.
• Proficiency in English, Kurdish, Arabic is required.

 

Logistics:

As part of the development of the project’s closing brochure, the consultant will be responsible for collecting relevant data from project stakeholders and conducting visits to partner organizations to gather necessary inputs. This includes ensuring that all required information is obtained in a timely manner.  The consultant will coordinate closely with the project team to arrange meetings and site visits with partners and stakeholders as needed. Additionally, the consultant’s payment will be done in two tranches.

 

How to apply  

Interested consultancies, with relevant experience and skills based on the ToR, can submit their Expression of Interest (EOI), including the following:  

   

• Cover letter of no more than 1 page introducing the consultant/team and intention to deliver the assignment. The cover letter should also indicate the consultants’ availability for the proposed period.
• The technical proposal should provide details on the capacity in line with the competencies required for the assignment, including experience with similar assignments with work examples, CVs of the consulting team directly involved in the assignment, and their specific roles. A workplan detailing the anticipated timeline to undertake the assignment and finalize the deliverables, clearly indicating the dates of delivery. The technical proposal should not be longer than 10 pages, including all annexes.
• For Iraqi consultants the financial proposal needs to be in Iraqi Dinars consisting in a one-page budget of the offer, covering all major anticipated costs.  However, for external consultants, the offer has to be in USD.
