Description of the Assignment:
The Montreal Protocol on Substances that Deplete the Ozone Layer is the landmark multilateral environmental agreement that regulates the production and consumption of nearly 100 man-made chemicals referred to as ozone depleting substances (ODS). Adopted on 16 September 1987, the Protocol is to date one of the rare treaties to achieve universal ratification. It phases down the consumption and production of the different ODS in a step-wise manner, with different timetables for developed and developing countries. Under this treaty, all parties have specific responsibilities related to the phase out of the different groups of ODS, control of ODS trade, annual reporting of data, national licensing systems to control ODS imports and exports, and other matters. Developing and developed countries have equal but differentiated responsibilities, but most importantly, both groups of countries have binding, time-targeted and measurable commitments. Under the Treaty, the Multilateral Fund for the Implementation of the Montreal Protocol was established as the financial mechanism.
Since 1988, the Philippines has been a Party to the Montreal Protocol. It has committed to phase down the consumption of HFCs by 80% over the next two decades to meet the obligations of the Kigali Amendment. With the Department of Environment and Natural Resources – Environmental Management Bureau as its lead agency in charge, the Philippines has introduced measures to support the industry to shift towards more climate-friendly alternatives.
Following the outcomes of the 80th Meeting of the Executive Committee of the Multilateral Fund for the Implementation of the Montreal Protocol and subsequently Decision 80/52, funding was approved for Philippines for “Enabling Activities to prepare for the HFC phase-down” and to assure the early ratification of the KA. The Secretary-General of the United Nations received the Country’s Instrument of Ratification signed on November 03, 2022, and entered into force effective February 02, 2023 – this made the Philippines the 141st party to ratify the Kigali Amendment (KA) to the Montreal Protocol. Upon the ratification, UNDP worked with DENR-EMB to apply for the KIP preparation funding (KIP-PRP), which was approved by the Executive Committee (ExCom).
In light of the above, the United Nations Development Programme , in close coordination with the DENR-EMB will be preparing the Stage I Kigali HFC Implementation Plan (KIP) – an overarching strategy with a plan of action to allow the Philippines to meet the freeze in HFC consumption and the 10 per cent reduction targets under Kigali Amendment, to be considered for funding by the Multilateral Fund (MLF).
The Gender and Stakeholder Specialist will gather data and information, conduct gender analysis to ensure that gender-specific actions are incorporated into the HFC Phase-down Management Plan. The consultant will be a gender and social inclusion expert with experience in in-depth gender analysis and stakeholder engagement. The consultant will also make sure that consultations are conducted in a gender-responsive way. The consultant can refer to the requirements under the MLF Operational Policy on Gender Mainstreaming (June, 2023) and make sure that the final Stage I Kigali HFC phasedown strategy incorporates the detailed actions, priorities, checklists, and results indicators.
