Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men and the third gender as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women works on several fronts towards ending violence against women and girls. This includes tackling its main root: gender inequality. Efforts are multiplied through advocacy campaigns and partnerships with governments, civil society and the UN system. Initiatives range from working to establish legal frameworks and specific national actions, to supporting prevention at the grassroots level, including in conflict and post-conflict situations. UN Women has also supported data collection on violence against women, facilitating new learning on the issue.
UN Women in India’s Strategic Note for 2023-27 has the following as one of the outputs: ‘Government institutions, civil society and the private sector have strengthened capacities to adopt and implement evidence-based strategies and programmes to reduce gender based violence in public, private and online spheres’.
UN Women has a Memorandum of Understanding (MOU) with the Pracademic Lab of the Police Training Branch at the MP Police State Headquarters Bhopal, Government of Madhya Pradesh
- To strengthen the ongoing effort of Police Training Branch at the MP Police State Headquarters Bhopal, Government of Madhya Pradesh’s to address gender-based violence and promote evidence-based research in policing along with policy formulation that ensures women’s participation in policing at all levels.
- To support the Pracademic Lab of the Police Training Branch at the MP Police State Headquarters Bhopal, Government of Madhya Pradesh in accelerating efforts towards advancing Gender equality and women’s empowerment through technical expertise and capacity building.
Within the above context, UN Women seeks the services of a Consultant- Gender Coordinator – Police Training Branch, Madhya Pradesh to support Police Training Branch at the MP Police State Headquarters Bhopal, Government of Madhya Pradesh in the design, strategy and implementation and monitoring of gender responsive interventions towards meeting the above goals.
The consultant will assist in the planning, coordination, implementation, capacity development, research and documentation, and knowledge building and sharing of good practices under the project.
Under the guidance and supervision of the OSD at State Police HQs for Police Reforms and Community Policing, Bhopal Police Head Quarters and UN Women EVAW Lead, the consultant will undertake the following key tasks and other responsibilities as may be assigned. The Consultant would work closely with Technical Consultant and State Lead of Madhya Pradesh, UN Women on day to day basis.
Duties and Responsibilities
Summary of Key Functions:
- Provide programmatic support to Document best practices in policing that address violence against women (EVAW)
- Provide support in conducting Action research on gender-based violence to promote evidence-based policing
- Capacity development from gender lens
- Research, Documentation and Knowledge Building related to work pertaining to gender mainstreaming in Police.
- Any other duties assigned by the supervisor from time to time.
Programmatic Support:
- Provide technical inputs from a gender perspective on policing policies and programmes.
- Support the project activities as outlined in the Workplan as part of the MOU
- Document ongoing project activities, progress, and impact
- Compile and prepare briefing, presentation materials, background information and documentation for meetings for the Police Department related to gender domain.
Capacity Development
- Facilitate and support the organization of seminars, workshops, consultations, advocacy, training and capacity building programmes and awareness programmes as agreed upon by the department and UN Women India Country Office.
- Prepare reports to capture key issues, achievements, and challenges of capacity development initiatives.
Research Documentation and Knowledge Building
- Analyse and interpret gender situation/issues and data through conducting research and prepare reports.
- Provide coordination and support in development of IEC and training modules for training and capacity building.
- Coordinate and manage evidence generation and dissemination of knowledge resources.
Any other duties assigned by Supervisor from time to time.
Key Deliverables:
- Detailed work plan with specific timelines and methodology developed and approved (February 2024)
- Implementation and monitoring plan of the programme activities/research detailed out for close monitoring (February – March 2024)
- Documentation Plan for research / IEC / knowledge products under the MOU on gender mainstreaming in policing in Madhya Pradesh developed. (April – May 2024)
- Compile and prepare briefing, presentation materials, background information and documentation for meetings for the Police Department related to gender domain (As and when required)
- Regular monitoring of documentation as per agreed timelines (monthly).
- Documentation of good practices and human-interest stories developed for communication and outreach and shared with UNW Programme Unit / Communication Unit (Atleast 2 per month)
- Small- and large-scale culmination events around gender based community projects and campaigns coordinated, organised and completed with reports submitted with data points. (As and when required)
- Undertake field travel and coordination around community-based projects and campaigns. ( As and when required)
- Effective networking and sustained coordination with multi stakeholders involving the law enforcement agencies, civil society organizations, academic institutions and government departments having a mandate to promote access to justice. (As and when required)
- Submit Quarterly progress reports of Department and UN Women. (Quarterly)

Required Skills and Experience
Education:
- Minimum Bachelor’s degree in social sciences/ Social Work /Gender Studies/ Public Administration/Business Administration/ Policy/law or related fields
- Masters degree in social sciences/ Social Work /Gender Studies/ Public Administration/Business Administration/ Policy/law or related fields will be an asset.
Experience:
- More than 5 years of professional experience, preferably with the government, academic or civil society sector.
- Experience of working in women related projects would be desirable.
- Experience of government functioning with specific work with governance, law enforcement agencies, police, justice sector institutions would be preferable.
- Excellent communication and documentation skills including report writings, creation of public awareness documents, IEC material and learning resources.
- Ability to organise training sessions on gender mainstreaming of development processes, access to justice for women and girls, child protection and related areas. This involves conducting Training Needs Analysis (TNA) and Feedback analysis of Trainings for completion of loops of learning based on needs.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) required and advance knowledge of spread sheet and database packages desirable. Use of software like SPSS and AMOS would be preferred.
Language:
- Fluency in both oral and written English and good command over Hindi as medium of communication, training, report writing and producing learning instruments in Hindi would be desirable.

Evaluation and Selection Criteria:
Criteria for shortlisting of CVs will be based on the following assessment:
- Required Degree and Qualification (5 points);
- Minimum Experience relevant to the assignment (5 points);
- Experience in gender development, project implementation, documentation , capacity building , basics of computer skills and quantitative and qualitative research is required (5 points);
- Experience of working with national/ state governments; particularly on GEWE (5 points).
The evaluation process for selection of the candidate will be based on the following assessment:
- Interviews – 70 Points
- Writing Samples Evaluation – 30 Points

- For an assignment requiring travel, consultants of 65 years or more require full medical examination and statement of fitness to work to engage in the consultancy.
