Background
WHO has been entrusted with the implementation of the Health Systems Strengthening (HSS) component of the Health Sector Transformation Project (HSTP) under the Multi Donor Trust Fund (MDTF), managed by the World Bank, which commences in July 2024. The HSTP under the MDTF has been conceived as part of the process of increasing efficiencies, reducing transactional costs and improving health system and service delivery impact within the health sector. The HSTP consists of two components: Health Service Delivery (HSD) and Health systems strengthening (HSS) that will be implemented by UNICEF and WHO respectively, while ensuring synergy and complementarity to maximize impact.
The HSS interventions were jointly developed under the leadership of the Ministry of Health in collaboration with partners and are aligned to the Health Sector Strategic Plan (2023-2027) priorities. They are structured along the following eleven program areas: Emergency Preparedness and Response; Laboratory Systems; Blood Transfusion Services; Health Information Systems; Health Financing; Leadership and Governance; Partnerships; Quality of Care; Essential Medicines; Human Resources for Health; and Disease Control.
The WHO country office is therefore embarking on implementation of the health systems strengthening component of the HSTP and requires a Health Information Systems consultant to provide overall technical assistance and coordinate implementation of the Health Information Systems program area interventions.
Duties and Deliverables
Duties:
· Provide overall leadership and technical expertise to the Ministry of Health, stakeholders and collaborating national consultants on the process of integration and interoperability of the various data systems including HMIS/DHIS2, IDSR, surveys, Civil Registration and Vital Statistics (CRVS) and information sub-systems (LMIS, HRHIS)
o Conduct National and State level consultations to review the status of the existing parallel data/information systems.
o Propose and implement the process of integration and or interoperability of the current parallel data/information systems.
o Develop a training plan for the integration and interoperability of the various data systems including HMIS/DHIS2, IDSR, surveys, Civil Registration and Vital Statistics (CRVS) and information sub-systems (LMIS, HRHIS).
o Conduct training on the integration and interoperability of the various data systems including HMIS/DHIS2, IDSR, surveys, Civil Registration and Vital Statistics (CRVS) and information sub-systems (LMIS, HRHIS)
· Support the Ministry of Health and partners in the conduct of the Annual Health Sector Performance Review (AHSPR) and the development of the Annual Health Sector Performance Report.
o Lead/facilitate the development of the methodology and tools for data collection, and oversee the data collection, analysis and report writing processes.
o Engage with and orientate relevant stakeholders at the requisite levels on the concept, process, and tools for the AHSPR.
o Provide on-going expertise for the conduct of the exercise including organization and facilitation the AHSPR meeting/policy dialogue.
o Develop/draft the Annual Health Sector Performance Report
· Provide technical support and lead the development of the Support Supervision and Monitoring manual and tools, disseminate and orient managers on their use.
o Conduct national and state level consultations on the status of implementation/appropriateness of the support supervision/monitoring manual and tools to inform their review/update.
o Draft the final support supervision/monitoring manuals and tools for all levels of care and facilitate dialogue with stakeholders for their validation.
o Facilitate orientation of managers and monitoring and evaluation stakeholders on the Support supervision/monitoring manuals and tools.
· Provide technical support in establishing a central but secure repository that will facilitate easy access of published population-based survey documents by the public
o Conduct an assessment of the current data management systems and infrastructure at the national bureau of statistics (NBS) and stakeholders.
o Design and develop a centralized repository tailored to the specific needs and requirements of the NBS and stakeholders.
o Implement data migration and integration processes to transfer existing data into the new repository.
o Provide training and capacity-building workshops for NBS staff on utilizing the central repository effectively.
o Develop protocols and guidelines for data entry, storage, retrieval, and sharing to ensure data quality and security.
· Develop a Ministry of Health Statistical Abstract that encompasses key health indicators, trends, and analysis of a wide range of health-related data, including but not limited to morbidity, mortality, public health interventions, healthcare utilization, and health infrastructure, for the purpose of informing policymaking, program planning, and resource allocation
o Conduct a comprehensive review of existing health data sources and statistics within the Ministry of Health and other relevant institutions.
o Collaborate with key stakeholders to identify priority indicators and data sets to be included in the Statistical Abstract.
o Compile, analyze, and synthesize health data to create a well-structured and cohesive Statistical Abstract.
o Develop visual representations such as graphs, charts, and infographics to effectively communicate key health indicators and trends.
o Develop draft Health Statistical Abstract incorporating input and feedback from stakeholders.
Deliverables:
· Deliverable 1: An inception report and detailed work plan
· Deliverable 2: Parallel data/information systems integrated/interoperable.
· Deliverable 3: Report on the training for integration/interoperability of the data/information systems
· Deliverable 4: Annual Health Sector Performance Review (AHSPR) meeting conducted and AHSPR meeting report.
· Deliverable 5: Annual Health Sector Performance Review report
· Deliverable 6: Support supervision and Monitoring manual/tools developed.
· Deliverable 7: Report on orientation of managers/stakeholders on the support supervision and monitoring manual/tools
· Deliverable 8: A centralized repository for storing, organizing, and managing population-based survey reports conducted by the NBS and stakeholders
· Deliverable 9: Final Health Statistical Abstract report with key health indicators
· Deliverable 10: Final consultancy report
Qualifications, experience, skills and languages
Educational Qualifications: Essential: Advanced university degree in Health Information Management or Monitoring and Evaluation or public health, epidemiology complemented with training in information management.
Desirable: Specialization in information/data management systems; monitoring and evaluation
Experience: Essential: Minimum 7 years’ relevant professional work experience in the field of health information/data management, monitoring and evaluation, performance monitoring and reporting,
Desirable: Experience Relevant work experience in WHO, other UN agencies; experience work in relevant non-governmental or humanitarian organizations. Experience in developing countries and or working in fragile State settings.
Skills/Knowledge:
· Expertise of health information systems, data systems, monitoring and evaluation, performance monitoring,
· Demonstrated ability to provide sound methodological and technical advice and guidance to Ministry of Health and other stakeholders including donors
· Practical analytical skills necessary to translate data or information into concrete action
· Excellent report writing skills
· Able to work effectively in a diverse team environment.
Languages and level required.
· Expert knowledge of English
